Council Minutes of 9-5-7$
-3-
not problems per se - but a legal interp~cetatioa as to the pamper nstlas~d of
funding. As to your question of the total dad,Lt~..e~t=, .1..~.srat +~u~ ifisd to
say until we have a full coarprahensive su~ruffiy. Y# .you want :a h~a1.-rk, seat-
of-my-pants judgsent - $3{,000. Mr. Logan-asked _I~x. Corr#ge- if the sum of
$32,000. for street repairs is "silly." Mr. Carrigan replied that he is not
saying it is silly, he is ~uat saying that it fa toiu~~am; r+a.ra have tc- be
made. The alternative is That the ~rvae De~+artaeat goes out aid ar~dcea these
repairs with asphalt so it is m~ ~3~~~.to that sense. But it is hat curing
the basic problem.
City ~gineer 2urawski reported: 1) The City is advertfang for the Porter Road
culvert replacement an ~pte~x4r 7th and 14th in the Plain Dealer. Bid openings
are on Friday, SepteAber 22nd.
2) in another ad, the Citq is also, per Federal Regulations, ,~aro~i~tg that it
will be undertaking a facilities plan atu~- of the sanitary se~asr aystew amd
is seeking inquiries fror eeeting firms. This ad will also appear on the
same dates.
Finance Director Brockman reported: 1) the Budget Director aa~d I!k. Brockman
attended a hearing of the County Brsd,~et Omission last week ist reviewlag our
budget for 1979, and estabi~ag a tax rate for the gear. The tax valuation for
the City as estimated by the Cotrr-ty Budget Comaelssion is $240,203,000. Tbis is
as increase from this year's vaivati~ of about $4,100,000. Ho~re~rer, it is Quite
a bit short of the $245,a0Q,tl~'? thsc we were hoping for in preparing the budget.
The tax rate that the casputer based on as valuation wor&s out to be 14 hills
exactly. The current City portion rate far thfs year is i4.4 mills so it does
reflect a reduction of .4 of a mill far next year. This basically comae about in
the voted sewer debt service that the voters approved last year. That part actu-
a11y is reduced by the half's mill, and then there are increases in other erase
to make tie net reduction .4 of a md.ll.
2) have also received notification that ®ur local government fwd allocation for
next year is slightly over $34.1,000. This is an increase of about $S0,@~ over
this year's allocation.
Law Director Garesu reported: 1) Since the last time I met with Co~cil, I have
had meetings with the Mayor sad Service Director. I had a couple of stings with
the Regional Transit Authority with respect to negotiatians for either esten8ing
the contract or having them assume our bus line. We leave not reached u~td~er-
standing on that as yet. I will keep the Council informed. We do haeaa amc~ther
meeting on Thursday.
2) the City was actively involved in a Civil Service Commission hearing re-
garding an employee of the Bua Line and that has been re$oived in the City's favor.
3) have filed a suit with regard to the garbage incentive prngram. Had requested
a temporary restraining order. The fudge forestalled that decision and instead
opted to have a hearing before the matter goes to .arbitration. ~ did choose an
arbitrator, under protest, and expect within the next month and a half the
hearing will be set. Prior to that time, we will be back in court and have a
hearing on the merits of the law shit.
4) have two addition$1 arbitration cases where a hearing has been set and these
will be determined within the next month and a half.
4~~,_..~.,, .
