Council Minutes of 7-18-78 _2_
5) Res. Na. 78-108 on A,getrda tonight relative to advertising for bids for purchase
of sodium alverdnate far the W~aetewater Treatment Plant. The curamrrt contract
runs out in Septeshee and ~ Council will not neat during August vacation would
request passage under s ion toaigbt;
5) are stir: hairiag probhrs with brush truck and brush pickup. Some of this is
bated upon equipment lis3tations which has been discussed iax the past; sons of it
is baud u~um the amauat of brush being put out by residsnte. Aare is the process
of ra-evahustiaag the addx~astrtt~na zphes that have best p»l.~ted relat~.ve to
refuse pickup. Service Director Corrigsa's own feeling is that wa have a problem
in the t acct 4f tht brush pickup. Thinks chars is a problem also from
the standpoint of the levsel of service to a v+eary small asindrity of the taxpayers
relative to brush cleariang oa their own property and on c~rting~snce property. Feels
in many cases.wa are subsidzia~g let development in the City. Thin Spring had
aev+eral complaints on Dorothy Driv~a relative to brush pickup. In amalyziag a plat
sent Co the Service Director for his signature he found there is a strip of land
that lies between the west side of Dorothy Drive and Mackenzie that runs in the
rear of 39 homes -the parcel sises are 7b' ai lt)6'. If this is coaputed out it is
in excess of six acres of lead that ie going to be cleared by the property owners
if that is their decisi~r amd apparently it has been the decision of sons of the
property owners and evesrtuelly it is going to end up on the treelasens of Dorothy
Drive to be picked up by the Service t)ept. Thinks this is the type of situation
where we are offering more them aormel curb pickup for typical residential ornaa~mental
trees. It is recognised that this past Winter a lot of dead brands were knocked
ofd trees; also recognise disastad trees of substantial size are going to be cut;
but it has reached a point rahative to dust noroal brush pickup whence wa probably
will be reco>omanding and institntistg pickup fees based on appraisal of son, individual
pickup, particularly whresr it gets into truck load size. t~ateal brush is no problem -
we can handle the service but we have to look very atringaatly upon soars of the lot
development projects that some of the taxpayers are undertaking.
Mr. Betty discussed with Service Director Corrigan when the concrete repairs to
streets wia2 ba started. l~r. Heaty requested that Country Club Hind. be checked
as it is in vary bad cossdtion acrd gets a lot of traffic. A3.so if the Service Dept.
comes up with any extra money re~trdag paving streets to notify the wand
councilaaaa w~tat streets the Service Dept. is going to pave with this ardditional
money, sa that the ward cauncilesa easy have same input. 3arvice Director Corrigan
agreed.
City Bngineer Zurawski reported: 1) regarding the resurfacing of Mackerna.ie Road -
would like to report that the Board of County Commissioners on July 6, 1978,
approved the agreement by the Board of County Commissioners sad the City for the
paving of MNtckeazie Road. The afoacroation received from the Cc-t~tq Engineer's
office is th# they will advertise this month for the resurfacing of Mackenzie Road
which fs being packaged with fire other streets within the County for resurfacing.
Mackenzie Road wi11 be opened to local traffic glue city service vehicles and buses only
for a aQaxis~r of fifteen work days while the resurfacing is going on.
Law Director Gareau reported: 1) tomorrow have scheduled a meeting with the Regional
Transit Authority to continue negotiations and will have additional reports on that
in the future;
2) is in psacess of preparing liti~tion for one of the cases involving members of
the union of the Service Dept. witty respect to arbitrating the wing of the garbage
incentive program. Law Director is waiting until we have a final demand for
