Regular shift hours will be frau 7 a.m. to 3:30 p.m. Emery wox~k+er is <br />expected to work a standard 8 hour day. Additionally, have a suaeearq ~ the last <br />week in which the crews worked under the inceentive garbage pictwp plstct from 4-24 <br />- 4--28, and the first week of work under the policy of paying arployees only for <br />actual hours worked, i.e. S-1 - S-S. l~€eder the last week of the 3ac,aetive program <br />the total hours worked were 324.7 hears - total. hours actually paid wets 640.0 hours; <br />the average hours a week par actually tws~d is 20 hotels; srwttage hours worked <br />per m~ per day is 4 hours - total, plan paid for each seen per day was 8 hours. <br />Under the new program starting 5-i the totael haters regularly waa~kad - 640.0 hours, <br />fatal hours overtime actually workYad 244 hours; average hotLrs worked .per menper <br />week SS hours; average hours worked pet man, dally 11 hours - grand total of 8~f4 hours <br />per week including regular seal ties and c~e~alf hoots ce~lned. The excess hours <br />worked over previous week S59.S hours. Tt~e star®ary for a yrtar's bass period under <br />the incentive garbage progrsae 4-2S-7T - k-21-78 - actual hours worked by the I6 <br />men crew for the trash pickup prae~cae 17,981 hours, actual hours paid 29,459 hours. <br />Hours for which the trash craaws weere paid for which they did not actually work <br />within the base year was 11,488 hours. The reason why this statistical packet <br />was made available to Council in to put into context as to what has been transpiring <br />within the City since May 1st when the inc:entitre garbage progrme was terminated. <br />For some inexplicable reason work craws that formerlg on the average apparently <br />could complete their day's work in 4 to S hours now find it necessary to work 11 <br />hours a day or more in order to ga about their assigned tasks. The information in <br />the packet reflects the Service Director's attitude toward this. Also, these men <br />are represented bg AFSQ~E; a M,~rattdtne of Understanding was ratifia~ by this City <br />setting forth wages and eking conditions. In Service Director Corrigan's <br />3udgment terminating the incentive getbae~ program there has not been any <br />violation in spirit or in fact by t'l~a :Hervice Director of that agreewent. There <br />is nothing in that agzeeaeent that gives sanction to any.e+~eployee hourly wAorker of <br />the City being paid for hours that they have not actually worked. Service Director <br />Coxrigan stated it is based on that p~ that we instituted the new program <br />May 1st and intends to follow thru with the necessary sanction on ar. individual <br />crew basis for failure to perform their work in normal working hours. <br />Mr. Wilamosky discussed with Service 1~irector Corrigan when the residesets can <br />expect to have their brush picked t°ep. Lengthy discussion ensued - Mr. Tdilamosky <br />discussed the fact that brush not picked up for 4 or S weeks is somewhat <br />unreasonable. Service Director Carrigan discussed matter in detail. <br />City Engineer 2urawski reported: 1) on May 8th, the Mayor, Service Director, <br />Engineering Dept. Acting Chief Inapectar, President Limpert and City Engineer <br />Zurawski attended a deeonstration by the Hismeat Company for repair of concrete <br />pavements. A pothole in a portlssed cement concrete pavement on Winton Park Drive <br />was filled with a rapid setting site concrete. City Eaegineur eaplsin+ed the <br />advantages of this repair mate~ciatl such s-s color, ease of applicatie~ce, setting time; <br />also the cost is approxi.'ately one-third of that of epoxy concrete and one-half that <br />of bituminous asphalt .overlay. There is also the advantage of all heather applica- <br />tion. This. was originally tested by 4DOT in 197S and they found that they had <br />great success with this material. - it was tested on the Fiery Road Fridge at 1271 <br />and Warrartsville Heights. Ths idayor intends to further evaluate tree use of this <br />material and in the next six weed the Administration is going to attempt to repair <br />
