As ote get further into this <br />program will give Council further results. <br />President Limpert inquired how Engineering Dept. is proceeding with the Porter <br />Road culvert. City Engineer Zurawski stated originally the Engineering Department <br />estimated an April award of the construction contract; but will be about 6 to 8 weeks <br />behind the original estimated time schedule: currently are revising the design plans <br />to make the culvert more aesthetically pleasing, more efficient, etc. <br />Mr. Logan asked City Engineer if the survey on Brookpark Road with respect to a <br />reduction on the speed limit to 35 mph will be completed within the nett three <br />weeks. City Engineer 2urawski stated last Thursday received from ODOT a copy of <br />the Brookpark Road plans and are currently fistalizing the report for EtDOT and hope- <br />fully should be able to meet the schedule of three weeks. <br />Law Director Gareau reported: 1) at last Council Meeting indicated the he met with <br />legal counsel of the Regional Tr~sit Authority regarding the agreement that the <br />City has with RTA. At that aus~sting ground rules were set down with respect to what <br />would be discussed. However, the attorney Law Director Gareau talked with was <br />terminated two day later. Laa~r Director Gareau assumes this will proceed Wider the <br />same guidelines; <br />2) Service Director Carrigan has given a synopsis of some of the labor problems <br />that have been enco~tered and within the past several weeks, Law Director Gareau <br />has sought an opinion from the State Auditor's Office and expects to receive same <br />tomorrow with respect to the authority of the Administration to have to pay <br />employees for time not worked. Law Director Gareau thinks it is eminently clear <br />in the Charter that the only body responsible for setting wages for employees is <br />the Council. There is nothiag in any ordinance nor is there anything in the <br />Memorandum of Understanding which was adopted by ordinance relative to incentive <br />garbage program. Once Mr. Gareau receives the communication from Haas State Auditor's <br />Office, he will issue a legal opinion sad thinks once that happens Council is going <br />to have to determine whether or not they want to either take another look at the <br />Memorandum of Understanding to determine what they want to do and possibly take it <br />a step further into the courts. <br />Safety Director Petra reported: 1) regarding the Police Department figures for <br />period of time from January thru April, 1978, have noted quite a reduction in <br />crimes in most of the categories which are tablulated by the department and <br />comparing these figures to period of time last year; <br />2) the Recreation Department will start its registration tomorrow for all summer <br />programs. North Olmsted youths may register at the Recreation Complex Wednesday <br />thru Saturday from 12:00 Nacm to 4:30 p.m. Registration will start May 17th and <br />expire on June 10th. <br />Mrs. Petrigac, Chairman Enviromaental Control Committee, reported: 1) Com>ittee met <br />May 10, 1978, with Mr. John Lund of Finkbeiner, Pettis b Straut~, Ltd. A11 members <br />of Committee were pr®sent ass wail as Service Director Corrigan, City gineer <br />Zurawski and Mr. Wilamosky. t~ir. Lund informed Committee that at the present time <br />North Olmsted has received a priority number of 55 on Ohio EPA's final Municipal <br />Projects Priority List. North 0laested is listed far a Step I grant. The OEPA <br />anticipates funding 75 new Step I projects. 75X of the funds are provided by the <br />Federal Government and the City mast provide the other 25X. The Environmental <br />Protection Agency's goal is to have all waters ready for recreation by 1983. <br />4 ~.. <br />
