Those who
took part in the study wage Safety Director Petre, City ~giueer ki, Estidi~g
Comaissioner Gandy, Mayor 9viatyniowki, and Mr. Aarry Crider seed ilr. Tcat der frore
the Service Department. Council is in receipt of this study in form. of report.
Mayor stated we are at sneer-crisis paia4t, Kith paler so sisrnar+s that nothing
short of drastic action will da. Signifi+gMSt~ tires of tiara aapd cellars
are needed now. Generally, the canditoa of the Roc Ca~lex bul~tiatg and equipment
were in a deplorable state as of ~Cht f#s~st of 3anuary. At a meeting betw~sea
Certain city officials and William Ycater, Ssmreatiost C~rlex ;tbrehitstt, on
February 6, x.978, we were advi~-/td that miry of the prablems at the Com~+lex ease
because tt~e build#ng is relat~tro ieasive. As the forsrsla des in a21 ctruc-
tion, maintenance Costs rises pxopartivmally ulr tip prieetag on the. building is
reduced. Maintenance probl+~s tr!ere cati~rsm~ad when ~t erugh roc-si was ~rov~ded
in the Coatplex' s bgdget for 'the high ~tQe ~+hi.ch vas required. iitycr asked
input from Council after they haws hsp~ time to'study the re~rt.
President Lietpert stated Council as a ti~l~e should sett with the Adstinistration
after Council vi.sws the report; and ~ fae3.s rery atroa~ly Mutt the Complex vas not
an inexpensive type building as it cast three and crae-half si.llian dollars. Council
will cooperate fully with the A~i.nistratiop with respect to the study of the
Complex.
Service Director Corrigan reported: 1) on April 10th, met with the Trsrtsportation
Committee of Council. Believes the psrarpose of inviting Service Director Corrigan
to the meeting was to discern the attitude of the A~riaristration relative to tint
upcoming negotiation talks with 1tTA. Also at that maetiag were interested employees
of the bus lfine to express their co~~acerti fcfr the upcom.ag negotiations . At the
meeting Service Director Carrigan outlined the fallowing three basic areas of
coucrra on the part of the Admi, nistraticnt relative to arty negotiations: (1) service
to the ridership of the North Olmsted Bus tine which has historically supported the .
bus line; (2} employees serving the ridership of the City; (3) basic interest of
taxpayers and every taxpayer in the City of Barth Olmsted to whatever equity interest
they may have is the bus line. There was staffs input at the meeting that priorities
should be set based on certain special interests -whether it be ridership,
employees or taxpayers. Service Director Carrigan stated that. in going into
negotiations there are no priorities and outlined tine Administration's basis approach.
The contract is up Octpber 4th of this year and we are obligated to enter into
negotiations again by May Sth. Attemded a preliminary ms:eting today, and another
meeting is set for May 4th relative to ~egot~.ations. At that time we will have a
better concept as to what 1tTA ~pRs to aahevp in the calendar pear '78 and will
repozt back to Coiuncil ,at that ti-.pea;
2) re tree p~,anting: had prev~'i~+uslY iadic~tted there was rqo Spring -tree planting
program and this is samawhat erraneoue. The Service Tispartm~tfi did plstat 21 -trees
that we were obligated to take delivery on and those were scheduled for Douglas
Drive based upon the Winter d 21 trees wild. not meet the Heads of Daugl.as
and there will be additional tretrs pleated on Douglas when budgttt resources are
available. In the Fall will have the planting of 3{10 trees on various streets and
these streets were determined by Council last Fall. The long range needs of the
City as far as ornamental trees are concerned are in excess of lOt~ trees and the
dollars involved are not able to meet the total needs in the calendar year;
r,a.~a.~~~.~x
