Council Minutes of 4-4-78 -2- <br />and the acceptance date was 1-6-75. It was found that this project is n@t operating <br />as it was designed or as it was originally installed. Tlwtre are moral inter- <br />sections where the controller has been altered; parts are sd.seing; where there are <br />supposed to be three dials there are only two; the coordination system was out. <br />Will be working to get that systea back into operation as it was designed to operate. <br />Feels that this will take probably throogh t2-e middle of the Suw~r to get it to a <br />point that it was designed. Will else have to make come iaprovet~ent in equipsyesnt. <br />Mr. Wilamosky and City 1~ngneer discussed the subject. City Engineer Zurawski <br />explai~+ed the signals were installed ss they were designed with the control in the <br />three vials and they were oilersting properly before the job was accepted by the City, <br />County and State. Since that time tlta controllers had been altered drastically by <br />the City and several of the dials had been removed. There have bees no records <br />that have been kept of the signal timing or any of the changes. <br />Finance Director Brockman reported: 1) the annual financial report for 1977 was <br />filed with the Auditor of State last week. A brief synopsis will be published in <br />the SuaF~ierald this week and a coo~lete report #s on file in the Finance Director's <br />Office if anyone cares to look at the eo~lete report. <br />Mrs. Beringer, Chairman Streets & Drainage Committee, reported the scheduled Streets <br />& Drainage Committee meeting announced at last Council feting was postponed - the <br />residents were unable to attanfl. Mrs. Beringer scheduled a Streets & Drainage <br />Committee meeting for April 20, 1978, 7:15 P.M., City Aall, and requested the City <br />Engineer and Service Director to be in attendance. <br />Mrs. Petrigac, Chairman Environmmntal Control Committee, reported: 1) Committee <br />has accepted all of the changes on Ord. I3so. 77-126 - the noise ordinance and will <br />be presented at next Council Meeting; <br />2) Committee discussed the "Keep North Olmsted Clean" campaign which will be an on- <br />going program. Mrs. Petrigac cited examples. Committee is aware that other <br />communities have similar programs. Toronto, Canada has a fine on-going program <br />and it is hoped that Committee qty share its ideas.. Committee is in the planning <br />stages with respect to this program but once the program is formulated, Cosm~i.ttee <br />hopes the Mayor will issue a proclamation starting the kick-off of such program. <br />Mr. Beaty, Chairman Intra Governmental Relations & Legislation Committee, reported <br />Committee met on March 28, 1978, prier to the Special Meeting of Council and <br />approved two appointments which were confirmed at the Special Meeting; <br />2) Committee discussed Ord. No. 78-34 - asending the regulation of houxs of deliveries <br />to commercial establishments from 12:04 midnight and 6:00 A.M. to 11:00 P.M. and <br />7:00 A.M. and legislation is on third reading tonight; <br />3) Mr. Beaty moved Council approve the Mayor's appointment of Mrs. Pat Strange <br />as North Olmsted's Citiaen-Commss-ty ltspresentative to the Urban County Citaens' <br />Advisory Committee of the C ty Development Block Grant Program, seconded by <br />Mr. Wilamosky. Affirmative ate: Beaty, Heehmer, Logan, Petrigac, Beringer, <br />Sharpe, Wilamosky, Motion carried. <br />Mr. Boehmer, Chairman Public Safety, Health ~ Welfare Committee and Transportation <br />Committee, reported Safety Committee met and discussed a D-5 permit liquor applica- <br />tion which is a transfer from Wil].isar S. Doerner, dba Redwood Lounge, 25905 Lorain <br />Rd. to K-Mar Co., I~-c., dba Redteaod Ian, 25905 Lorain Rd. Committee has no objections: <br />Mr. Boehmer moved Council does not object to the application for a D-5 transfer <br />to K-Mar Co., Inc., dba Redwood Inn, 25905 Lorain Rd., seconded by Mr. Beaty. <br />f <br />
