r <br />Minutes of Council Meeting of 2-~1-78 -g-. <br />2) the Recreation Commission is currently evaluating many recommendations for <br />imprav~enes during 1978 far parks` and' recreation areas; <br />3) Yesterday was forth Olmted hockey Day at the Codex. The Cleveland Barons <br />practiced at noon with Quest 800 a$ults and children in atte~ance, Many door <br />prizes were given and the program way well coordinanted by the Complex Manag~nt <br />and staff plus the promotions efforts of the Ch~~tr of Comaerce; <br />4) letter was sent recently to the Hrector of Highways by the Clerk of Council` <br />with respect to the speed reductic~q~ cn ~ i'lroc-kpark Road to 35 aph. As of this date <br />we have not received a reply; <br />5) the stop sign at Southern & Rums Rds, has bees installed; <br />6) the "no trucks" signs that t~ere'assing on Went 231 St. have now been pasted; <br />7) the house that was discussedi previously lt~cated at B~srns ~ Southetn Rds, has <br />been issued a deaeglition natlca end permit and ae weather breaker the house will <br />be demolished. <br />Law Director Gateau reported: 1} since last Council P4eeting have beeq involved in <br />taking depositions in the Warchol case (baseballs hitting the side of a house) <br />and have also discussed the utter w~.th Safety Director Petre concerning how to <br />resolve the problem. Ths Safetp Director has a great deal of background in <br />baseball and league ball aiui thimga of that nature and thinks his assistance in <br />that is finally going to resolve that problem; <br />2) the Burkett case did not mo+*e forward today per se. However, did have a hearing <br />on the motions to certify this as a class actiom. Law Director Garesu explained a <br />class action. The Judge has indicated that he will have a ruling within two weeks. <br />The new timetable is probably June. <br />Mrs. S,^ringer, Chair~-an Streets & Drainage ammittes, scheduled a Streets & <br />Drainage Committee meeting on February 27, 1978, 8:00 P.M., City Hall, and <br />requested Mayor to be 1n atteadamce. <br />Mrs.. Petrigac, Chairman Environmental Control Committee, reported Committee nret <br />February 16, 1978, with all me~abers present. Mr. Wilamosky attended meeting in <br />place of Mrs. Saringer who was unable to attend. Committee discussed fallowing: <br />~.) Ord. No. 77-169 relating to noise a~ati control thereof which was referred to <br />Committee after its second reading is October, 1$77. Cossaittee has reviewed <br />same and has requested that it-be placed on second reading as amended; <br />2) Proposal that was presented ~ the Cuyrahaga County Commissioners concerning <br />municipal solid waste disposal. A rssaurce recovery facility which would process <br />waste and sell the energy anti material by-products of such processing to industrial <br />users. Chicago has two such resQUr-ce re~+~overy facilities, one has bean in <br />operation for 6 yeas. Akron hoe a plant v~tder construction. New landfills are <br />generally difficult to establish. North Olmsted spends approximately $40,000 a <br />year in this area. We dump app~roximate~.y l~~to 11 tons a day in the summer and <br />about 75X less in the winter. 'T'he purpose iS t6 net as a catalyst in trying to <br />determine whether such a faclty'would be feasible in this area. ComEg3,ttee <br />requests resolution of intent to cooperate with the Commissioners concernlmg <br />municipal solid waste €or next Cou~eucil Meeting. Mr. Wilamosky stated he attended <br />the Committee meeting on his awn behalf; but he did, however, on behalf of Mrs. <br />Saringer, present the Committee with brochures with respect to noise, etc. <br />~,~,, Mr. Beaty, Chairman Intro Governmental Relations & Legislation Committee, reported <br />Committee met ~oiatly with Finance Cc~pittee on February 14th and discussed the <br />establishment of the Department of Budget b Management.
