<br />Council Minutes of 2--21-78 -3- <br />organizational chart of the Finnance Department. At the meeting it was decided <br />to have the organizational chart as is - with two pe+~3e. Since Ord. No. 78-*26 <br />is on agwda, the result of that Committee meetia~tg has ch. Would hope this <br />legislation will go into Committee. Mr. Wilamosky stated be will report out on <br />this. <br />Mr. Boshmsr, Chairman Public Safety, Health & Welfare Committee and Transportatiop <br />Committee, scheduled a Public $eti~Ity, B~alth b Welfare aaa-cl Traa~ortation Cvmaite <br />meeting on March 6, 197$, 8:04 ~'.M. , City Mall, and rega~ssted Safety Director Pure <br />to be in attendance. <br />Mr. Wilaaaosky, Chairman Finance Ccae~sittse and Long Range Planning Coa~ittee, <br />reported Coa:amittee met on February 14th and discussed Ord. No. 78-19 which <br />provides for the crwation of the Departmient of Budget & F~:.^agem~ent. Coama.ttee <br />has no objections to this ordinance.. Ord. No. 7$-19 did not iaciude salary <br />ranges for the proposed department employees; therefore, Ord. No. 78-27 was <br />requested which establishes the ranges and is on agenda tonight; <br />2) Committee also discussed along with T.egislation Committee the organizational <br />chart of the Finance Departmesnt. Ord. No, 78-19, if adopted, mould mesas a reduction <br />in the Fiatutnce Department work-force by one person due to the fact that the <br />Finance Dspartmeext is currently utilising a parson assigned to duties in the <br />income tax department. The Finance Director is utilizing that individual in the <br />Finance Dapartmant per se and not for income tax. Finance Director Brockman has <br />requested and has stated hs seeds the three individuals now working in his depart- <br />ment. At the ,point maetia~g it was the general consensus at that tip that the <br />additional personnel not bee provided. Additional consideration was given after the <br />Legislation Coaentittee, Finance Director awl other interested parties left the <br />meeting. Mr. Wilamosky refsrxed to discian with the former Finance Director <br />and Finance Co~nittee wherein then pttiviot>s~ Finance Director indicated in his <br />opinion a reduction in personnel could be accom~-li¢'.:,Qd if the City went to computers, <br />which conversation occurred in Kober, 1976. Thinks the decision made at the <br />point meeting was based on the rscoa~endaton of the previous Finance Director. <br />Mr. Wilamosky recommended to the other Coma~tttse Me>zbers that Finance Director <br />Brockman should not be put into a position that would require reduction in his <br />personnel based on a rec elation 4r opinion of a previous Finance Director. <br />Finance Director Brockman is responsible for his degartt and is knowledgeable <br />_.:. ;:he ~J~ik force that is nem~aded. Therefore, it was decision of Finance Committee <br />to amend the. organizational chart of the Finance Department a:,d 4rd. No. 78-26 is <br />on agenda #anight and Committee hap no ob~actioas; <br />2) with respect to Long Rax-ge Pla>p~ning Cc~amittee - the letter discussed at last <br />Council Meeting resgarding I-484 hoe been drafted and has been signed by all <br />Members of Council. <br />President Lampert referred latter from Finance Director Brockman into Finance <br />Committee and Legislation Coaaa~,:ittee. <br />Mrs. Sharpe, Chairman Building, Zoning ~ Developaseent Committee, scheduled a <br />B.4.&D. Committee meeting on March 1, 1978, at 7:15 P.M., City Hall, and <br />requested attendance of Mr. Lundy, Mr. Zurawski and Law Director Gareau 'if possible. <br />Letters, Communications: <br />President Liaanpert referred letter from Congxessman Mott1 regarding availability <br />of federal, funds for sewer ar water facilities into Streets & Drainage Coa~.i.ttee. <br /> <br />
