Departments of Budget sad P1ut t are not a new <br />concept. As cities grow, the need develops for a way to streas~.ins the ©peraticiAs <br />of these three services. Shaker E~ef,ghts, Cleveland, Akron, l.aichwood, and mmny <br />other communities have added this Department to their staffs. In this way the <br />functions of the Finance Director, those of treasury and audit as defined in the <br />Charter, aan be iasplame:~ted. This proposal is in a very early stage and the Commissioners axe <br />~-erely looking for our suggestions and our interest, if there is any. Would like <br />to direct this letter to the appropriate Ctstmnittee of Council for review and will <br />appreciate their thoughts; <br />9) Four Coswunity Developt 8loek Grant hearings have been scheduled, two sponsored <br />by the County and two sponao~red by the City of North Olmsted. Their purpose will be <br />to acquaint the public with the Black Giant progress, invite input and suggestions <br />as to how money can be spent. We have already discussed and expressed our interest <br />in utilising fune~s from 1978 and 1979 for the Senior Citizens' Genter to be built <br />behind the Ccmm~nity Cabin as an addition. The necessary paperwork and groundwork <br />is now being done toward that end, with the selettion of an architect for the <br />project expected within the new few gays. The schedule of meetings are as follows: <br />March 6 - County Meestin$ from 7 to 10:30 p.m. at North Olmsted ity Cabin <br />March 9th - City Meeting fross< T to 14:30 p.m. at North Olmsted Cvsmmtnity Cabin <br />April 6 -City Meeting from 7 to 10«30 p.m. at North Olmsted Community Cabin <br />April 10 - County Meeting frosa T tc+ 10:~ p.m. at Fairview Park City Hal],; <br />10) would like to request the appropriate Committee of Council set a date as soon <br />as possible far a meeting with the Mayor, Mrs. Slams, Mr. Copeland, Mrs. Strange, <br />for the purpose of a further discussion of the use of Block Grant Funds for the <br />Senior~£enter proposal. <br />Service Director Corrigan reported: 1) the Gity has rented a front end loader <br />that has a 5 ft. blade - primary purpose in renting this is to determine whether <br />we are interested in the ultimate purchase of one or more of these units. It would <br />also be a v+sry useful piece of equipsaent far our cul-de-sac problems particularly <br />where the sanaw gets clogged after several snowfalls and is hard to manage with our <br />existing eelupmeat. Thinks we have a good test run on it and based upon roc da- <br />tiona which will be forthcoming from the superintendent, will make further roc da- <br />tions relevant to that; <br />2) re snow removal - at the Board of Control Meeting today we recommended that the <br />two snow plow contracts of the inststJ.lation of twq 10 ft. blades and hitches for <br />i <br />
