Council Minutes of 1/16/79 <br />-3- <br />2) Safety Committee also met on January 15th and discuaRSSd the "no parki.ng" s3.gns an <br />the fire hydrant side of ev€ry street by June lst of 1979. When cars are parked on both <br />sictes of the sCreet, iC is nery difficult for a driver to see a small child ar soaeflne <br />caming out from between parked care. Hopefully, the "no parking" signs wtll prevent <br />accidents. <br />3) Safety Ccmnnittee discussed an automobil.e irispection program. At the pxesent ttme, <br />the Police Department does have an inegecCian of cars. Last year, 1,459 warning tickets <br />were handed out. This will be enforced even more strictly. Cars without fenders, <br />head lights or tail lights, without bumpars, or with Jagged metal, will be pulled over <br />and inspected. Owners will be given a ger3od of time to repair such violatioas and <br />the car will be taken off the road if repaixs ara not made. <br />4) Safety Committee discussed Ordlnance No. 79-1$2 - Jail Staandards. Committee con- <br />curs with the 14ayor and urges Councfl to vote "pes" on this ordinas?ce. <br />5) Safety Committee discussed with Chief Taqlflx the placiag of the City Seal on police <br />cars. Chief Taylor advised Chat the City has just purchaaed new ahields, enough for <br />three qears, and would like to keep these at the prseent time. <br />Mr. Wilamosky, Chairman of tihe Finance Covatittee reported: 1) Cami.ttee met with all <br />members in attendance as well as the Mayor. Discussed the CZeveland Wster System law <br />suit which ia currently peutting in the Court af Appeals. The CupaMoga County MayQr's <br />and City Manager's Association has asked the City of North Olmstcd, ae well as all <br />coummunities in Che County, to psrti¢igate in sharing the cast of this litigation. The <br />City has participated in the paet. North Olmsted's share, taaaed on a per capita baais, <br />would be $2,788.83. Basically, the intant of the suit is to gire the users of the system <br />a little more control over ita aperation. Ovar 52% of the currexit users of the system <br />are suburban residenta. GTould perscnailq camaemd the City Msyvrts aad Manager's <br />Association for taking on the City of Clevelaad with respect to the water system. <br />Committee recomends that the City of North Olmsted expend the $2,788.88 to help share <br />the cost of the law suit. <br />2) with regard to the balance of expenditures for 1978, committee has not had a lot of <br />time to review this. In the next few weeks, will be working together with the Admin- <br />istration and the Ff.nance Director, in drafting and developing an appropriation ordinance <br />which hopfully will be a little mave accurate in 1979. We ended the year of 1978 with <br />a balance of $314,642. Some funds are encvmbered. [Je have $134,600 encumbered in the <br />General Fund and $67,221 encembered for the Sewer LLevenue Fuaid for some capital equip- <br />ment. On receipts, all taxes, pxoperty, Iocal government and incone tax, are up over <br />the original estimate. Parking finem, lfquor, etc. are also up. We are dc:wn in per- <br />mits and licenses. Committee will giue Couacil a total report upon a mcre camprehensive <br />review. To conclude, we had an ariginai estimete for 1978 of $3,746,548. We finished <br />the year with revenue of $4,384,958.20. <br />Letters and Communications: <br />Clerk of Council announced receipt of copy of a letter from Gitq Engineer Zurawski <br />addressed to rtr. Krall of 4DOT wfth regard to the problem Mr. Eugeue Sampson has wittr <br />the fence along the I-480 bike gath; receipt of letter from Board of Couaty Commissioners <br />regarding municipal solid waste disposal; receipt of letter from Bureau a€ Adult De- <br />tention Facilities and Services regaxding the semittars on the new Jsil atsndards and <br />how to compiy with them. <br />People addressing Council: <br />Mr. Gerald Freed, 4592 Silverdale Road, addressed Ceuncil and voiced his eoncern and <br />ob3ections to the Rules af Council, No. 13, Standi.mg Cc?mmittees. Feels that evexy <br />Member of Council should be allowed [o vote on this, not the majority party only. <br />Much discussion enaued.
