MINUTES OF THE AEETING OF THE COUNCIL <br />OF THE CITY OF Nt?RTH OLMSTED <br />dCTUBER 20, 1381 <br />Present: President Dewey ?i. Limpert, Councilmen Boehmer, Loaan, ?4cAay, <br />Petrigac, Saringer, Wilamoslcy, Woerpel. <br />Also present: *layor Rohert Swietyniowski, Law Director Michael Gareau, Finance <br />Director Robert BrQelmaa, Safety Director Eugene petre, City <br />Engineer Ranald Zurawski, Clerk of Council Florence Cmnpbell. <br />Meeting was called to order by President Limpert at 8:00 P.M. <br />President Limpert invited rnembers of the audience to join l4embers of Couneil in <br />reciting the Pledge of Allegiance. <br />Tlinutes of Council Meeting of October 6, 1981, were approved. <br />'.::r. Logan moved ta amend the ageada to a1low consideration of Resolution iio. 81-118 <br />prior to any other business, seconded by Mr. Roerpel, unanimously apprnved. <br />Resolution tdo. 81-118 introduced by the iXayor and Council was given its fisst <br />reading. A resolution cammendtng achievement of First Class Award in Girl ScoutinQ. <br />'`ir. Tplilamosky moved for suspensian af rule requiring three readings and re€erral to <br />Committee, seconded by "4r. Boehmer, unattimausly approved. Mr. tailamosky moved for <br />adoution, seconded by Mr. Boelmer, unanimously appraved. Resolution Na. 31-113, <br />adopted. t'layor Siaietyniawffiki read the resfllution in its entir4y and the Girl Scoats <br />13resent were recognized by Council. <br />'resident Limgert announced that Ordinance No. 81-113 is on second reading, as <br />amended. The follawing legislation has been added to the agenda: Ordinance No. 31-120, <br />an ordinance authorizing the issuance of a nate to replace a recreational facility <br />note of the City, dated June 6, 1980, which note has been lost, and declaring an <br />emer¢ency; Resolution No. $1-121, a resalution commending the public service of <br />Donald G. Ledvina, Planning Cc?mmission Mepber and B4ard of Zoning Agpeals Mmber; <br />Ixdinance No. P1-122, an ordinance authQrizing the Mayor to enter into an agreement <br />wtth the Great Northem Shopping Center to install street illumination on CouYttry <br />Club Boulevard, from Great Northern Boulevard to approximately 1200 feet west, and <br />declaring an emergencys Ordinance No. 81-123, an ordinance appropriating forty five <br />thousand dollars from the Federal Revenue 3h8ring Fund for the purchase of progerty <br />located on the eaat side of Fire Stat#.an No. 1. President Li.rnpert also aennounced <br />that the next regular Council ?teeting will be on Wednesday, November 4th due to the <br />November election. <br />r•layor Swietyniovski reported> 1) Iaas issued proclamations for the National Business <br />'lomens ° T-Teek, Octaber 18th thrcrugh 24th, saluting the contribution of working <br />women to business and industry. <br />2) United Nation6' Day is Oetober 21, 19$1j a reaffirming of our committment to <br />international psace and security and respect for human rights. <br />3) `ould ask Council to suspend the rule requiring three readfngs and pass Ordin- <br />ance No. 81-119 tonight si,stce the agr,eewnt must be in Che hands of the County <br />Commissioaers by November 13, 19$1. <br />4) Requests Council to cvnfirm the appointment of James Burns to the Planning <br />Comnission tonight. <br />5) City Engineer Zurawstci, Law Direetor Gateffiu and Mayor Swietynictwski have been <br />in negotiations with Forest City &tterprises and Riai Brothers in regard to the <br />area of the Industrial Pazk for the past two yeara.
