Limpert, Couneilmen 3oehmer, Lo¢an, rTCKay, <br />P. etriaac 9 Sarin-er, [1ilaaosky, taoerpel. <br />Also ?resent; ^'[ayor Robert lgwietyniowski, Lat4, Director 'Ifichael Gareau, Finance <br />Director Robert Broctanan, Safety Director Eugene Petre, Citq <br />Engineer Ronald Zurawaki, Clerk of Cauncil Florence Caranbell. <br />"teeting saas called to order by "resident Limpert at 8;05 P.?A. <br />President Limpert invited members of the audience to join Members af Council in re- <br />citing the °ledge of Allep,iartce. <br />?4inutes of Council Pteeting of September 15, 1981, were approved. <br />m.ayor Swietyni(Tfski renorted: 1) The temporary improvement on Columbia Road is <br />completed. t-Ieather nermitting, road i•rill be striged and opened to two--Way traffic <br />toithin two or three days. <br />2) On September 8th, the Ohio Fnvironmental Protection Agency inspeeted the Waste <br />?•later Treatment Plant aztd reported that the facility is receiving very good mainten- <br />ance9 equipment operation logs indicated that they are being verq well kePt. The <br />ma3or problem, sewer infiltration inflow, atill resaias. This pmblem is being <br />addressed in the Sewer System Evsluation Suroey which has been aclcnoaledged and <br />supported by the EPA. <br />3) An agreement *.iith Service Dspartment emploqees has been reached; two year con- <br />tract is being prepared and legislation will be presented at the Council Meeting of <br />October 20th. <br />4) Today, received a telegram from Mayor John Petruska, President of the Cuyahoga <br />County '4ayors and 4a,nagers Assocfation, whieh reads as follows: The C1.eveland <br />Illuminating Company is announcing todaq an accelerated program to replace a11 PCB <br />capacitors within a three year period. <br />5) ?iava received the new agreenent for water service with the City of Cleveland, <br />as ordered by the court oa June 30th. It is being reviewed by the Law Director and <br />City Engineer and will be presented to Council if found to be in order. <br />6) At the last meeting, the Mayors and *?,anagers Association declared October 31st <br />as ''alloween. <br />7) In the ahsence of Mr. Corrigan, woulci like to report that the leaf pickun pro- <br />gram is being organized and schedules will be provided to Council for reaident's <br />information. <br />City Engineer Zurawski reported: 1} Considerable progress has been made an the <br />Sewer System Evaluation Surwey. Smoke testing has recently been completed; dye <br />testing, underway for approximately two weeka, will require another two weeks to <br />complete. Results of these_teets are exgected in approximately thirty dsps. <br />2) Tlave held several meetin$s with Dalton-Daltan Newport consultant rega=ding changes <br />in the tiJaste ldater Treatment Plant. Wi11 continue to monitor the gragreas being <br />made and will schedule a report by the cansultant to other '`'[embers of the Administra- <br />tion aad Council. 'lith the work beiag done, believe the odor generafied by the <br />4•laste Water Treatment Plant will be reduced. <br />3) Contract has been sigued for the Barton Raad Recreatiou Field fence project. <br />?4ork. should be underway withia two wetcks and eompleted within thirty days thereafter. <br />? 4) Contract has been signecl for the Staarns Road pedestrian bridge. Expects the <br />work to begin next week with pxoject completion within thirty daqs after start of wark. <br />5) Received plans far noise baYrters frvm Ohio Department of Transpotation, District <br />12° preliminary review meeting will be he].d in the near future. <br />6) 14r. Zurawski cireulated picturee of the Coiumbis Rvad culvert, before and after <br />the reconstruction work.
