Saringer, Chairm,an Intra-Governmental Re1.ations and Legislation Ccrvmrl.ttee re- <br />norted: 1) Committee met this evening, prior to Council Metting, and discussed <br />Mayor's recarmndaticn to anpoint Pat Strange to the Humtt Resources AtWaorp Aoarci <br />to serve a fuil ?five year term ending necember 31, 1986. Mra. Sari.nger moved that <br />Council approve the appointment of Pat StrartRe to this loard, s+ectndeci by <br />Mr. Biern?an, unanimouslv approwed. Council Xeevgniaed Pat 4trange, seated in auclience, <br />Mr. McKay, Chairman Environmeatal Control Comnittee as we12 as Publie Setfety' Health <br />and T4el£are Committee renorted: 1) Fnvironrnental Control Gonti.ttee met Mondaq, <br />April 12th, at 7 0' clock, with Member ?'etrigac, "layor, Service Di.rector, ancl Council <br />President also in attendsnce. Committee di.scussed the 2n1 Facility Plaraf.or the <br />Waste Water Treatment Plant, t,hich were sent to the Ohto State FPA on April 15th <br />for approval. Cost has been incorrooxated in thfs vear's buaget. Cc>nstructian phase <br />will be the next and fi.nal step. Cast of canstruction phase will be paici b,y 757 <br />Federal and 25% Cit,y fundiaag. With the total cost of the project between ten and <br />twelve ndllion cloilars, City wi3:1 have approidmstelq two to twc sncl ottte-half <br />million dollars to »av. *eaa€s crf funding will be addresaed in the future. <br />2) Safety Committee met an Apri1 12th also with HWor, Ccune31 Presideat, Mrs. Fetriq4g, <br />Mr. lierman, Mr. tdilamosky, Safety Uiroetor, Police C}3ief, and Detective 13i11 Duncan ` <br />in attenaance. Committee heard s+eports an the increase of car thofts in North <br />Olmsted as well as naticm-wide. Disttmsed the m+athod of identifyying stolen cars <br />and a proposal on how to reduce car thePts. Legislation wi1l be forthccm3.ng which <br />will allow policemen to inapect vehicle identi£ication num1aors at various locatiana <br />in the City. Also discussed was the nurchstse of a slave tnnit vh#.c,h sids Che Police <br />Department in detecting the theft of autrnnabiles. This aiece of equ#mant caill save <br />the labor of two or three poXiemen heving to stake out an automobi1e. Monoy has <br />been approved in the bud$et for this equipmeat and comnittee h$s no objection to <br />the purchase of this unit. <br />Mr. Logan stat-ed that the Great *torChern Partnerghi.p hss a cowmcttMent to the people <br />shoppimP at -L-:ne mall and strip cenEer to provide adequate security. Obviously thev <br />need to incraase this securftp. Ferhaps the neat timae the Partnership presernts a <br />proposal to Council for approv-al, an increase in aecurity should be discuased. <br />3) Recreation Conmiission met on April 13th and discusaed the -qorizon's Proqratn: has <br />no recommndation to Council at thia time. Cauaission will ccmtinue to revievr this <br />nrogram with the hope of malcing a fittal determination soon. Committee revfewed ReaoIuCfan No. 82-42, the purchase of one <br />used ice resurfacing vehicle far uee at the Ree Center and has na objgctian. <br />2) Committee discussed Resolutian No. 82-43, the purehasse of a frcmt end loader <br />tractor with accessor3es to be used by the Recreation Departme;nt and has no objectiou. <br />Front end loader tractor aad the ice resurfactng vehiele will ?e paid far from <br />Recreation Fund appropriations. <br />0 3) Conuaittee discussed Ordina;nce No. 82-34, appropriatin$ $38,500 from CDBG funds <br />to improve the parking area at the .^ymmnior Center and construct a handicap ramp in <br />the garden area; Committee has nv abjectiatt.
