. <br />Council Minutes. Qf 11115/83 <br />Safety Director Petre reported: 1) Recreation Commission met November 7th and dis- <br />cussed improvements in the ice rtnk as well as roof repairs; special meeting will be <br />called to review these matters. <br />2) Mr. Robinson, Holmsten Ice Rink, Tnc., discussed his proposal pertaining to the <br />iee rink. Mr. Simpson, Protection Coatings, presented his proposal regarding the <br />roof. Rec Director recommended installation o.f a concrete floor in the rink; in- <br />stallation of efficient ehiller units and evaporation condensers; installation o.f <br />a polyurethane foam system over all areas to eliminate continuous le3ks and loss of <br />heat and energy; installation of poly-faced, steel framed dasher boards and acrylic <br />screening around the ice rink. <br />3) The reduction of the speed limit on Lorain Road, from 35 to 25 miles per hour, <br />from Stearns to the Fa3rview 1ine, was discussed at the last Council Meeting. A <br />question was raised by Mr. Logan regarding the number of accidents on Lorain Road <br />that were speed related. Captain Brow reviewed the 1982 printouts which indicate <br />a total of 159 accidents. Speed was a direct factor in 59 accidents; may have been <br />a contributing factor in 61 cases; the remaining 39 cases were determined to be non- <br />speed related. <br />4) Welcomed Assistant Fire Chief Richard Limnert who will be returning to work around <br />the 5th of December after recovering from surgery. <br />5) Has discussed the elimination of the Satellite News Network with General Manager <br />Allen Ext; was advised West Shore Cable Television is attempting to add a news <br />service to the cable system. <br />Mr. Woerpel, Chairman Builclig, Zoning and Development Committee reported: 1) BZD <br />Committee met with Mr. Mongello and Mr. Leo on Novemher lOth and resolved the drive- <br />way issue for the proposed Mongello and Associate's o£fice building. There will be <br />only one drive into the property, off of Clague Road. Mr. Woerpel moved Council <br />approve the porposal to construct an office building for Mongello and Assoeiates, at <br />Clague and Lorain Roads, with one drive to be used as an entrance and exit to the <br />property, second by Mrs. Petrigac. Affirmative vote: Bierman, McKay, Petrigac, <br />Woerpel. Negative vote: Logan, Saringer. 4 Aye - 2 Nay - Motion carried. <br />2) Has received a letter from Mr Bums, Vice Chairman of the Planning Commission, <br />recommending that Section 1221.09C of the Zoning Code be amended to prohibit direct <br />lighting of poles on pole signs. Mr. Woerpel will be introducing legislation tonight <br />which deals with this sub3ect. <br />3) Mr. Woerpel asked if Council had any desire to take action on a request for a <br />special permit to add to nonconforming dwelling by Virgil Zanick, 4242 Clague Road, <br />and granted by the BZA on November Znd, or a similar request granted to Gregory and <br />Jeanne Fox at 24661 Florence Avenue. Also, did Council desire to take action on a <br />special permit, granted by B2A, to Richard Hansen, 31040 Lorain Road, to add to non- <br />conforming building. Council had no comment. <br />4) Mr. Woerpel moved that the action taken by the Board of Zoning Appeals, at their <br />regular meeting of September 7, 1983, regarding the parcel of land located at 26035 <br />Lorain Road, is not determinative of the setback requirement because existing ordin- <br />ances, 1125.62 and 1174.02, require a fifty foot setback from any street Iine in all <br />properties zoned retail and therefore said ordinances control this issue, second by <br />Mrs. Petrigac. Mr. Logan requested that the motion and second by withdrawn and this <br />issue be discussed under Old Business, with audience participation allowed at that <br />time. Mrs, Petrigac withdrew her second; Mr. Woerpel withdrew the motion; will be <br />considered under O1d Business. <br />4D Mr. McKay Chairman Public Safety, Health and Welfare Committee as well as Environmental <br />Control Committee reported. 1) Environmental Control Committee met on Monday, <br />November 14th with Council President Boehmer, Service Director Corrigan and Councilmen <br />Petrigac and McKay in attendance. Committee discussed the temporary placement of the <br />paper recycling container and feels a remporary placement at the Rec Complex is workable;
