s <br />CQuncil Minutes of 11/1/83 -5- <br />Mr. Wilamosky, Chairman Finance Committee as well as Streets and Drainage Commitee <br />reported: 1) Finance Committee met October 31st. Discussed Ordinance No. 83-121 <br />authorizing the purchase of body repair panels to partially recondition thirteen <br />buses; committee has no objection. <br />2) Comnittee discussed Resolution No. 83-122, authorizing the Director of Public <br />Safety to advertise for bids for the painting and repair of the Fire Department <br />aerial truck; committee has no ob,jection. <br />3) Committee discussed Ordinance No. 83-125, amending Ordinance No. 83-93, establishing <br />rates of compensation for administrative and legislative personnel. Council has re- <br />ceived copies of the amendments made in Section 6; committee has no objection. <br />4) Committee discussed Ordinanee No. 83-126, to make and transfer appropriations. <br />Has recommended its removal from the agenda and will discuss further in committee. <br />5) Committee discussed Ordinance No. 83-127, creating a new fund known as the Senior <br />Citizen Program Fund; committee has no objection. <br />6) Committee discussed Ordinance No. 83-129, establishing a Petty Cash Fund for the <br />Human Resources Department in the maximum amount of $100 to service emergency indigent <br />clients; committee has no objection. <br />Letters and Communications: <br />Clerk reported receipt of a noise exposure projection contour map for the proposed <br />extension of Runway 5L - 23R at Cleveland Hopkins International Airport. This will <br />be available for inspection in the Clerk's office. <br />People addressing Council: <br />Mr. Gil Richland, representing the interests of the Great Northern Shopping Center, <br />discussed the ruling of the Board of Zoning Appeals on September 7, 1983, regarding <br />Rini's Supermarkets, Inc., 26035 Lorain Road, and questioned if the proper procedures <br />had been followed with respect to notification to Council. Also questioned the <br />Law Director's definition of a"through" lot. Feels the Board of Zoning Appeals <br />is not a legislative body; it is an advisory body. Appealed to Council to overrule <br />the BZA ruling and do what is best for the City. <br />Law Director Gareau advised that all proper procedures had been followed; feels his <br />ruling on the definition of a"through" lot is appropriate; advised that the Board <br />of Zoning Appeals is the administrative, appellate tribunal in North Olmsted; Council <br />had from September 9th to October 9th (30 days) to act on the BZA ruling and did not <br />do so; the issue is closed with respect to councilmatic action. <br />LEGISLATION: <br />Ordinance No. 83-119 introduced by Mr. Logan was given its second reading. An ordin- <br />ance amending the Traffic Control Map and File of the City of North Olmsted to create <br />a fifteen (15) minute loading zone in the area of the Community Cabin in the North <br />Olmsted Municipal Park where the same will be located in the drive area at a point <br />beginning at the south buitidng line and proceeding north twenty-five (25) feet, <br />and declaring an emergency, as amended. Mr. Logan moved for suspension of rule re- <br />quiring three readings, second by Mr. Woerpel, unanimously approved. Mr. Logan <br />moved for adoption, second by Mr. Wilamosky, unanimously approved. Ordinance Wo. <br />83-119 adopted. <br />Ordinance No. 83-121 introduced by Mr. Logan was given its second reading. An ordin- <br />ance to authorize the purchase of body repair panels to be used in partially recon- <br />ditioning thirteen (13) buses owned by the North Olmsted Municipal Bus Line, and de- <br />claring an emergency.
