,. . MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF NORTH CtLMSTED OCTOBER 4, 1983 Present: President James Boehmer, Councilmen Bierman, Logan, McKay, Petrigac, Saringer, Wilamosky, Woernel. Also present: Mayor Robert Swietyniowski, Law Director Michael Gareau, Finance Director Edward Boyle, Service Director Joseph Corrigan, Safety Director Eugene Petre, Clerk of Council Florence Campbell. Meeting was called to order by President Boehmer at 8:00 P.M. Members of the audience were invited to join Members of Council in reciting the Pledge of Allegiance. Minutes of the regular Council Meeting of September 6, 1983, were approved. Minutes of the regular Council Meeting of September 20, 1983, were approved. Before moving into regular business, President Boehmer announced that Resolution No. 83-120, a resolution commending achievement of the Silver Award in Cadette Girl Scouting, had been added to the agenda. Mayor Swietyniowski reported: 1) City has received a grant, in the amount of $9,035,950, for rehabilitation of the tJastewater Treatment Plant. Hopes this grant will provide a solution to the odor problem as well as the treatment of additional storm water runoff. 2) Has hired the services of the firm Wheeler and Melena, until December 31, 1983, as engineering consultant for the City of North Olmsted. Will review the needs of the Engineering Department to determine if a full time engineer is necessary; what the functions of the department are now that the City has ,just about been totally developed. 3) Has received a letter from George Doughty, Cleveland Port of Control, stating that there will be no increase in air traffic through the extension of present runways. Will provide a copy of this letter to the Clerk of Council for Council's information. 4) Recommends the appointment of Eileen M. Traczyk to Planni,ng Commission; believes all of Council received a copy of her resume. 5) Water line cleaning on Lorain Road has been completed; any residual rust may re- main for a short period of time until the system purges itself. Service Director Corrigan reported: 1) Hydro Brakes Project was awarded to Alcon Construction Company; anticipates preliminary work to begin next month. 2) Leaf Program is tentatively scheduled to start October 17th; by the 24th or the 30th at the latest will have all crews participating. In response to Mrs. Saringer's question about resident notification, Service Director stated that cable TV will be used on a daily basis to announce the streets and sub- divisions being worked on; work will be done on a rotating basis; encourages people to continue to bag their leaves since this is the most cost effective method of dis- posal. . , : . , { .. _...?-.,
