. <br />Council Minutes of 10/4/83 -7- <br />that there is no basis for aecusations that Officer Flynn lied or was discourteous <br />to anyone. Mayor Swietyniowski, Chief Taylor and Safety,. Director met, as per <br />the formal request to investigate. City does not have a point system; a department <br />traffic index is maintained which has nothing to do with quotas or points. No <br />promotions, no demotions, no special considerations are extended based on writing <br />a ticket. Any suspensions may be appealed to the Civi1 Service Commission. No <br />person in the North Olmsted Police nepartment has been suspended for not writing <br />a quota of tickets. Each officer writes tickets based on what he sees, based on <br />his training and the use of speed measuring devices. The facts are: One, all <br />officers interested in promotion must take a civil service examination and score <br />Number One if he expects to be promoted. Number Two, there is no quota system. <br />Number Three, there is no point system. Number Four, there is an evaluation of <br />overall performance of officers. Number Five, no one has been suspended or lost <br />his job for not writing enough tickets. Number Si.x, no one gets overtime for <br />writing tickets. Number Seven, police nerformance rating5 are required by the Civil <br />Service Commission. Number Eight, officers will write a citation for a traffic <br />violation for anyone - no one should be exempt from the law. <br />Mr. Wilamosky commented that in his opinion the traffic index system used by <br />the North Olms.ted Police Department mandates that a quota system be a part of it. <br />In his opinion, the old quota system is still functioning, under a different name. <br />The Mayor indicated he took action and eliminated the point system; he has not <br />taken a position on the index system, which issues a quota to officers. What is <br />the Ma,yor's position? Is he continuing to support the quota system or is he going <br />to put a stop to it? Mr. Petre asked, "what quota system do we have?" Mr. Wilamosky <br />replied that the index system provides for a quota as per Chief Taylor; each officer <br />is assigned a certain quota which must be filled. Mr. Petre stated that this was <br />not true. Mr. Wilamosky answered that he was quoting Chief Taylor, who described <br />the index system at a Safety Committee Meeting; Chief Taylor advised that each <br />individual officer was assigned a quota, based on the duties being perforzned. An <br />officer assigned to Crime Prevention, for example, who is not out on the road and <br />therefore is not accessible to violators, would have a lower quota than the officer <br />who is on the road every day. Mr. Wilamosky again stated that he would like to <br />hear the position of the Mayor with respect to the portion of the index system that <br />sets a quota for police officers. Mayor Swietyniawski replied that he is satis€ied <br />that there is no point system - there is no quota system. There is an indexing - <br />there is an evaluation. Mayor also stated there is absolutely no semblance of any <br />point system or any quota that is set for an officer to go out and write a certain <br />number of tickets. <br />Mr. Wilamosky asked Mr. McKay, who chaired the Safety Committee Meeting, to briefly <br />summarize Chief Taylor's description of the traffic index svstem and whether or not <br />the Chief had advised that a quota is assigned to his men depending on the duties <br />they were assigned. Mr. McKay replied he would have to look over his notes from the <br />meeting; could not honestly say that the Chief stated a quota was assigned to an <br />officer. Mr. McKay feels that there must be an evaluation system on any employee. <br />President Boehmer suggested that the discussion had continued long enough; asked <br />the Safety Committee Chairma.n to take the matter back into committee. <br />Under New Business: <br />Mr. McKay scheduled a combined Enviranmental Control and Finance Comnittee Meeting <br />for Monday, October 17th, at 7:00 P.M. and requested the Mayor and Service Director <br />to be in attendance. Also, scheduled a Safety Committee Meeting for Monday, October <br />17th, at 8:00 P.M. and requested the Safety Director, Police Chief Taylor and any <br />patrolman who has been assigned a quota to issue traffic tickets to be in attendance.
