Council Minutes of 10/4/83 _6_ <br />Mr. Wilamosky asked what the long range plans were with respect to brush and <br />debris. Service Director adviaed the Park area or the Barton Road area would <br />probably continue to be used; a1so, might possibly consider Glague Park aithough <br />this is recognized as a per se park area. Since there are long range plans for <br />North Olmsted Fark, the transfer point will probably be located at Barton Road. <br />Mr. Wilamosky stated that the residents in the Barton Road area have been very <br />tolerant with the leaf dumping; if a honper is moved into this area, would hope <br />the crews would not dump alongside of it as they have done at the Park. <br />Mr. Wilamosky asked the Mayor who has been designated to handle and resolve <br />residents' problems relating to water bills. Ma.yor replied that if it is a <br />problem with the btll itself, it comes to him; in turn, he refers it to Finance <br />Director. Service Director has also received calls and handled complaints. <br />Mr. Wilamosky stated that he felt something should be finalized with respect to <br />who is going to act as a liaison between North Olmsted citizens and the Cleveland <br />Water Department; residents get a runaround from the City of Cleveland time and time <br />again; there is zero response to their problems. Mr. FTilamosky discussed one case <br />in particular that he became involved in because the resident called North Olmsted <br />City Hall, after getting nowhere with Cleveland; resident talked to Finance Office, <br />was advised to call Councilman Wilamosky. Mayor stated he would turn this person's <br />complaint over to the Service Director since he has handled these in the past. <br />Service Director reported that in the past his department had indeed handled this <br />kind of complaint - it was a total exercise in futility - calls and letters to the <br />City of Cleveland's Water Department were .f.utile. Service Department no longer <br />attempts to handle water bill complaints; does not have the staff to do so; has <br />other problems and duties to address. Mr. Boyle stated that his staff receives <br />calls quite often and has given out specific telephone numbers for the resident <br />to call, depending on the type problem he has. Finance Department cannot resolve <br />the residents' problems; aIl they can do is pass on the correct number and/or <br />person to call at the City of Cleveland. Ma.yor Swietyniowski asked Mr. Wilamosky <br />to give him the person's name and he would personally take care o£ the problem. <br />Mrs. Petrigac discussed the recent hiring of a person, by the City of North Olmsted, <br />whose salary is considerably higher than the range established for the positian he <br />occupies. Mr. Wilaaosky stated that there were three or four areas in the legis- <br />lation that the Finance Committee intended to discuss with the Administration. <br />Discussion continued and Council decided to meet in Executive Session immediately <br />followinp the Council Meeting. <br />Mrs. Saringer asked where the boards and commissions would meet once Council has <br />moved over to the new City Complex. Mrs. Petrigac advised that this had been dis-- <br />cussed in Long Range Planning Committee; boards and commissions would continue to <br />meet in old Town Hall. <br />Mr. Logan thanked Mr. Petre for the comparative figures of the first eight months of <br />1982 as well as 1983 with respect to moving vehicle citations issuad in the City of <br />North Olmsted and the comparative statistics on the number of traffic accidents. He <br />pointed out that his case against the traffic index system is dramatically substanti- <br />ated by these figures. There was a 30% reduction in the number of citations issued <br />this year versus last year - a sizeable decrease. The number of traffic accidents <br />rose by 1/2 of 1%. Specifically, there were 756 accidents in 1982 when over 2,500 <br />citations were issued; there were 760 traffic accidents in 1983, only four more, <br />when only 1,572 citations were issued. This fact should be considered in any dis- <br />cussion between the Mayor, Chief of Police and Safety Director. Safety Director <br />replied that these are current figures; the downstream effect is unknown. With re- <br />spect to the complaints brought against Officer Flynn, at the September Council <br />Meeting, the findings of Captain Brow, Chief Taylor and the Safety Director are <br />?, _
