- ` Council Minutes of 9/20/83 -8- <br />Mr. Logan feels that the issua.nce of traffic tickets is not going to reduce <br />house break ins, commercial break ins, auto accidents, etc. <br />Mr. McKa.y commented that he knows police officers have different assignments and <br />this is taken into consideration on the Traffic Index. Does not feel that the <br />Council or anyone else should tell a policeman not to issue a ticket when the <br />law is being broken. <br />Mr. Wilamosky stated that it is not a question of giving a violater a citation; <br />it is a question of an officer attempting to enhanee his position with the upper <br />eschelon by issuing tickets. Feels the Mayor's position on this situation is that <br />he has done what Council wanted with respect to a"quota system" but is not really <br />sure whether or not he objects to a Traffic Index sqstem. Feels it is contradictory <br />to direct the Director of Public Safefy and the Chief of Police to eliminate a <br />quota system, yet tend to support a Traffic Index system. <br />Mr. Bierman stated that the other departmsnts in the West Shore area should be <br />taken into account - if all tfiese officers fiad an even amount of tickets or if <br />one officer excels more than the others in the West Shore area and consider this <br />in any survey. Iaould appreciate any effort to check with the other West Shore <br />cities as far as the number of inen in each department and who writes what in <br />each department so that if North Olmsted is going to be compared with other cities, <br />it is done right. <br />Under New Business: <br />Mr. Wilamosky scheduled a Finance Committee Meeting for September 26th at 7:30 P.M. <br />and requested Director Boyle, Director Corrigan, the Mayor, Commissioner of Public <br />Works and Law Director to be in attendance to discuss sewer billing. <br />Mr. McKay scheduled a Safety Committee Meeting for Tuesday, September 27th, at <br />7:30 P.M., and requested Safety Director Petre to be in attendance. <br />Mr. Bierman thanked Service Director Corrigan for taking care of water complaints <br />on Kennedy Ridge and Butternut Ridge. <br />Mrs. Petrigac scheduled a meeting £or the Council Chainbers Committee for Friday, <br />at 5:30 P.M. <br />Mrs. Petrigac announced a meeting, called The Chemical People, which will be aired on <br />WVIZ November 2nd and 9th. People from North Olmsted have been going down to WVIZ <br />and possibly will be a part of this meeting; they are trying to get groups of people <br />to view it and then go into a discussion type forum. Also, would like the Ma.yor to <br />pass on to the Police Chief tfiat there is an "in service" for policemen throughout <br />the County, in Rocky River, October 26th, from 1 to 4 P.M. Mayor stated he had <br />received the same notice and fiad passed it on. <br />Mrs. Petrigac also stated that tfie City is somewhat handicapped by not having a <br />juvenile officer. A case was recently sent to Lakewood Court, only to be sent back <br />to North Olmsted because it could have been taken care of right fiere. Mayor advised <br />that the City does have ajuvenile officer, Officer Cihy, but since the police force <br />is short four men, he is not able to devote 100% to tfiis position. <br />Mrs. Saringer stated that she has requested the Mayor to make his recommendation <br />to fill the vacancy on the Planning Commission numerous times. Mayor Swietyniowski <br />stated he would have a recommendation before the next Council Meeting.
