Council Minutes of 9/20/83 _7_ <br />LEGISLATION (cont'd): <br />Ordinance No. 83-116 introduced by Mr. Wilamosky was given its first reading. An <br />ordinance to transfer appropriations for current expenses and other expenditures <br />for the City of North Olmsted, Ohio, for the year ending December 31, 1483, and <br />declaring an emergency. Mr. Wilamosky moved for suspension of rule requiring <br />three readings. Roll call on motion: Affirmative vote: Logan, McKa.y, Saringer, <br />Wilamosky. Negative vote: Bierman, Petrigac. 4 Aye - 2 Nay - Motion failed. <br />After discussion, Mrs. Petrigac moved Council allow her to reconsider her "no" <br />vote, second by Mr. Wilamosky, unanimously approved. Mr. Wilamosky again moved <br />for suspension of rule requiring three readings. Roll call on motion: Affirmative <br />vote: Logan, McKay, Petrigac, Saringer, Wilamosky. Negative vote: Bierman. <br />5 Aye - 1 Nay - Motion carried. Mr. Wilamosky moved for adoption, second by <br />Mr. Logan, unanimously approved. Ordinance No. 83-116 adopted. <br />Ordinance No. 83-117 introduced by Mrs. Petr3gac was given its first reading. An <br />ordinance changing the name of that portion of Ranchview Avenue, which lies to <br />the north of West Rancfiview Avenue, and intersects with Tallwood Drive, from <br />Ranchview Avenue to Tallwood Court. Referred to Streets and Drainage Committee. <br />Under Old Business: <br />Mrs. Saringer expressed her appreciation for the response sfie received fram <br />Mr. Petre with respect to Miller's Field in tfie Deerfield development; some of <br />her questions were answered, fiowever, some still need to be resolved and is <br />awaiting a report from the Service Director. <br />Mrs. Saringer also asked if the Planning Commission agenda could be mailed to <br />her so that she would have it in goad time before the meeting; it does not do <br />much good when it is received after the meeting has been held. Clerk will so <br />advise the secretary to the commission. <br />Mrs. Saringer also asked if any conclusion had been reacfied with respect to rubbish <br />pickup at condominiums. Mr. McKay stated that fiad been reported out; is waiting <br />for further information from Mr. Corrigan; this should be available soon. <br />Mr. Bierman asked what the status was with respect to hospitalization for City <br />employees. Mayor Swietyniowski advised the City is in the process of bidding; <br />is also negotiating to allaw the City to tie into something else. Employees are <br />currently still covered by Blue Cross, on a month to montfi basis. <br />Mr. Bierman also asked if the recent turn-down of a grant in the City of Fairview <br />Park, £or sewers in tfieir Ward 59 which abuts North Olmsted, for fiscal '83,would <br />have any effect on any grants being looked for the North Olmsted in that area. <br />Mayor stated it would not. <br />Mr. Bierman asked if moving into the new Administration Center early would cause a <br />conflict c,tith any performance bonds as far as completion date with the contractor. <br />Ma.yor stated no, it will not. <br />Mr. Logan discussed the "point system" or "merit system" which Council, through <br />Mr. Logan's motion, unanimously directed the Ma.yor to end about 3-1/2 years ago. <br />Mr. Logan stated that a policeman has been given a two day suspension for not <br />writing enough tickets; Patrolmen Flynn and Wulf issued 416 and 412 tickets respect- <br />ively in the first six months of 1982; they have accounted for 31% of all tickets <br />issued by the North Olmsted Police Department in this same time frame and they issued <br />one out of every eight moving veIiicle and radar violations in the NorCh Olmsted, <br />Rocky R3ver, Westlake, Fairview Park and Bay Village area. The new name for the <br />system now is "Traffic Index" and policemen are being directed to give a specific <br />number of tickets as a minimum. Feels the entire svstem has to be looked at.
