Council Minutes of 7/19/83 <br />-2- <br />2) Last Friday, attended an EEO meeting relative to the lighting contract at the <br />Senior Center; Precision Electric was approved as an EEO contractor and have been <br />authorized to proceed as the lowest and best bidder; project will start within the <br />next thirty days. <br />Mrs. Petrigac, Chairman Long Range Planning Committee reported: 1) Committee met <br />on July 14th with Mrs. Saringer, President Boehmer, Director Corrigan, Director Petre, <br />Building Commissioner Gundy and Chairman Morgan of the Plaaning Cvmm.ission in <br />attendance. Committee discussed the vacant City-owned land across from Barton/Bradley <br />Field. A portion of land, with house, is not owned by the City; might be auctioned <br />at a sheriff's sale; prior to that, City would have an option to buy. The back part <br />of the City-owned property is now utilized for leaf disposal; the front section has <br />been cleared and is used for parking. Director Petre presented a progosed long range , <br />plan, in three or four phases. If City would purehase the additional grounds and ; <br />house, it could be utilized for storing equipment as well as a meeting place. The <br />front property would be developed for parking. The section closest to Barton could <br />have a BMX track or it could be placed across the back part of the property. Other <br />section could be utilized for baseball diamonds. Committee thought the suggested <br />plan was very good; utilization of this property for recreation. Director Corrigan <br />pointed out that if this plan were carried out, some arrangement would have to be <br />made for the disposal of leaves; perhaps using the old landfill area aff of Root Road. <br />Since the area is now surrounded bq beautiful homes, Committee was reluctant to do <br />this and create another situation like the one at the back of North Olmsted Park. <br />Committee had previously discussed the landfill area and Commi.ssioner Gundy advised <br />that the EPA stated the Cit.y cauld sell the property to a builder, for home con- <br />struction, if it was properly layered over. EPA studies also indicated that a very <br />good use of the land would be to grow Christmas trees. Returning to discussion of the Barton/Bradley property, the land there is 11.6 acres. Committee feels it should <br />be utilized for recreation, to make it a long range plan, and in the interim look <br />into different options for disposing of the leaves. <br />Mrs. Petrigac moved that the 11.6 acres, with frontage on Bradley Road, across from <br />what is known as the Barton/Bradley Field, be developed as a recreation and parking <br />area, and that the City be instructed to try and obtain the small plot of land, with <br />house, in the center of this City-owned land, second by Mr. Woerpel. <br />Mayor stated that in all fairness, before designating the area specifically for <br />recreation, City should look into it for other possible uses. Also, make sure there <br />is another area for disposal of leaves; other departments should have an opportunity <br />to be heard. Mrs. Petrigac replied that everyone was given a three to four week <br />advance notice regarding this meeting and had plenty of time to present any ideas they <br />might have had. _ <br />Director Corrigan stated that if the leaves were not duaped in North Olmsted, they <br />would have to be trucked to Oberlin; will do a cost projection on the disposal of <br />leaves similar to the one done on refuse pickup. Objected to this "rush to action" <br />after only one meeting of the Long Range Planning Conanittee on this subject. <br />Mrs. Petrigac responded that this was a long range plan; committee is trying to take <br />an over-view of city-owned land and take action instead of being a reactionary <br />group all the time. <br />Mr. Woerpel called for the question. Roll call on motion: Affirmative vote: Bierman, <br />McKay, Petrigac, Woerpel. Negative vote: Logan. 4 Aye - 1 Nay - Motion carried. <br />Mrs. Petrigac complimented Mr. Petre on the well thought out plan he had presented <br />and stated it would noEa go into the Recreation Comnisaion for consideration.
