Council Minutes of 7/19/83 <br />- 3- <br />Mr. Woerpel did not have a Building, Zoning and Development Committee report but <br />mentioned that the Cable TV Advisory Comnnission meeting had been cancelled and <br />would be rescheduled. <br />Mr. McKay, Chairman Environmental Control Commi.ttee as well as Public Safety, Health <br />and Welfare Goamittee reported: 1) Recreation Commission Meeting was held Tuesday, <br />July 12th. Director Couts reported a profit increase at the Rec Complex of <br />28-1/2%; 49.8% in the Pro Shop. Attendance at the afternoon free ice skating has <br />been very good; paid skating in ttee evening has been very poor. Commission re- <br />viewed Ordinance No. 83-62, pay ranges for Members of the Parks and Recreation <br />Department and approve. School Board will complete interviewing for a representative <br />to the Parks and Recreation Camaission and new member should be in attendance at <br />the September meeting. Comani.ssion will not meet in the month of August. <br />2) Environmental Report - Thursday, July 14th, Councilwoman Petrigac, Counc3.l.man McKay, <br />Mr. John Dufala, met with Mr. Gallito and Mr. Mottl from the Ohia Department of <br />Transportation, at Grace Road and 1480, to discuss need for noise barrier. Mr. Gallito <br />said he would review the pro3ect and report back by the end of Auguet. Grass in the <br />area was cut this same day; the bump in the westbound lane will be investigated and <br />reported back to Mr. McKay. <br />3) Moved Council have no objection to an F2, 48 hour function, liquor pernnit for <br />St. Clarence Church, 30106 Lorain Road, for September 2nd and 3rd, as well as <br />September 4th and 5th, second by Mr. Bierman, unanimously approved. <br />4) Moved Council not adopt the State Jail Standards, second by Mrs. Petrigac, unani- <br />mously approved. <br />Mr. Logan, Chairman Transportation Coimnittee reported: 1) Announced receipt of a <br />letter from City Engineer Zurawski regarding the proposed speed limit reduction <br />on Porter Road, which included a section of the Ohio Manual of Uniform Traffic Control <br />Devices for Streets and Highways. Manual outlines ten different warrants for speed <br />reduction. Will have the Clerk copy this section and forward for Council's <br />consideration prior to requesting any speed limit reduction_and prior to discussion <br />by Transportation Committee. <br />Letters and Communications: <br />Clerk announced receipt of a letter from Marcella Telcott requesting that her name <br />be withdrawn as a candidate to serve on the Human ILesources Advisory Board. Clerk <br />will forward to Councilwoman Saringer. <br />People addressing Council: <br />Mary Dufala, 4919 Grace Road, asked for a result of the survey taken on Grace Road <br />regarding the tree planting. Mr. McKay replied one family had no opinion; one <br />family said they wanted nothing changed at all; three people were not at home; <br />three families were in favor and eight were against. Two of the people who were not <br />at home had previously indicated that they were against the trees. <br />Mr. John Dufala, 5012 Grace Road, cited sections from the City's noise ordinance and <br />asked to have these sections enforced; particularly cars, trucks and motorcycles with <br />noisy mufflers or without any mufflers. Mr. Bierman stated that it was very hard <br />for the police to enforce the law against noisy mufflers when they have been in- <br />stalled by the manufacturer, approved, and have not been altered; they are legal <br />mufflers. <br />Henry Reichel, 5654 Columbia Road, discussed the ditch in the front of his property. <br />He had put in a ton of stone, a 5 inch pipe and two railroad ties to provide access <br />for his trailer. Service Departaient employee told him to remove these items; put in <br />an 8 inch culvert pipe. President Boehmer advised Mr. Reichel to check with the <br />Service Department tomorrow morning.
