.? <br />Special Council Minutes of 7/14/83 -2- <br />Mrs. Saringer, Chairman Legislative Committee reported: 1) Legislative Committee <br />met July 12th; all of Council in attendance with the exception of Mr. Logan. Mayor, <br />Law Director, Finance Director, Director Copeland, Mrs. Estelle King, and many senior <br />citizens were also present. Comittee diseussed Qrdinance No. 83-72; after much <br />discussion on why abolishing this department wouid not be adviseable, the mation was <br />ma.de and seconded that the Comittee recomend to Council that Ordinance No. $3-72 <br />not be approved. Mr. Wilamosky and Mrs. Saringer voting "yes"; Mr. Bierman voting <br />"no" and later Mr. Bierman asked to change his vote to a"yes" vote, making it <br />unanimous. Therefore, Committee does not recommend approval of Ordinance No. 83-72. <br />2) Comnittee also discussed Ordinance No. 83-83; Comittee feels this is important <br />and should be made a part of the Charter in hopes that the voters would approve this. <br />The Comittee voted unanimously to recoamend to Council, passage of this ordinance <br />and that is the one dealing with the establishment of a Department of Budget and <br />M.anagement; putting it on the ballot for a Charter amendment. <br />3) We also discussed Ordinance No. 83-76, the Division of an Office on Aging, intro- <br />duced by Mr. Wilamosky,hFrself and Mr. McKa.y. There was a lot of audience partici- <br />pation; Mrs. Saringer moved to recommend to Council approval of this ordinance to <br />let the voters decide the issue; second by Mr. Wilamosky. Mr. Bierman voted against <br />the motion. <br />4) Ordinance No. 83-91 was discussed; Mr. Woerpel explained why he thought this was <br />a good piece of legislation and there was much discussion by Council. A motion <br />was ma.de not to ask Council's approval and seconded. Mr. Bierman voted "no" and <br />Saringer and Wilamosky voted "yes" therefore a majority of committee recortaends <br />that Council not approve this ordinance. <br />5) Ordinance No. 83-92 was also discussed and that is why it was deleted from the <br />agenda tonight; Committee decided to retain this in Committee until it is established <br />whether we are going to have a Division of Aging. Comittee unanimously agreed to <br />hold in Committee. <br />6) We also discussed an appointment to the Human Resources Advisory Board; it was <br />Mrs. Saringer's understanding that there are other interested person willing to <br />serve; will discuss at a later date. <br />Mr. Woerpel moved Council amend the agenda to vote on Ordinance No. 83-91 prior to <br />voting on Ordinanee No. 83-76, second by Mrs. Petrigac. Roll call on motion: <br />Affirmative vote: Bierman, McKay, Petrigac, Wilamosky, Woerpel. Negative vote: <br />Saringer. 5 Aye - 1 Nay - Motion carried. <br />LEGISLATION: <br />Ordinance No. 83-91 introduced by Mrs. Petrigac was given its third reading. An <br />ordinance providing for the submission to the electors of the City of Narth Olmsted <br />of a proposed amendment to the Charter of the City of North Olmsted relating to the <br />establishment within the Department of Human Resources, a Division of Aging and a <br />Division of Youth Development, and declaring an emergency. Mrs. Petrigac moved for <br />adoption, second by Mr. Woerpel. Roll call on motion: Affirmative vote: Bierman, <br />Petrigac, Woerpel. Negative vote: McKay, Saringer, rrfilamosky. 3 Aye - 3 Nay - <br />Motion failed. Ordinance No. 83-91 defeated. <br />Ordinance No. 83-76 introduced by Mr. McKay, Mrs. Saringer and Mr. Wilamoskq was <br />given its third reading. An ordinance providing for the submission to the electors <br />of the City of North Olmsted of a proposed amendment to the Char.ter of the City of <br />North Olmsted relating to the establishment within the Department of Human Resources, <br />a Division of Aging, and declaring an emergency.
