.,? --Special Council Minutes of 7/14/83 LEGISLATION (cont'd): Mr. McKay moved Ordinance No. 83-76 be removed from the agenda and postponed to a date certain, July 26th, second by Mrs. Saringer. Roll call on motion: Affirmative vote: McKay, Saringer, Wilamosky. Negative vote: Bierman, Petrigac, Woerpel. 3 Aye - 3 Nay - Tie vote. President Boehmer cast deciding vote "yes". 4 Aye - 3 Nay - Motion carried. Ordinance No. 83-76 postponed to date certain of July 26th. President Boehmer announced that there will be a Special Council Meeting on July 26th at 8 P.M., and Ordinance No. 83-76 will be on the agenda at that time. Ordinance No. 83-83 introduced by Mr. Wilamosky was given its third Xeading. An ordinance providing for the submission to the electors of the City of North Olmsted of a proposed amendment to the Charter of the City of North Olmsted relating to the establishment of a Department of Budget and Ma.nagement, and declaring an emergency. Mr. Wilamosky moved Ordinance No. 83-83 be removed from the agenda and postponed to a date certain, July 26th, second by Mr. McKay. Roll call on motion: Affirmative vote: McKay, Saringer, Wilamosky. Ordinance No. 83-83 postponed to date certain of July 26th. -3- Resolution No. 83-94 introduced by Mayor Swietyniowski was given its third reading. A resolution adopting the budget of the City of North Olmsted for the fiscal year beginning January 1, 1984, and submitting the same to the County Auditor, and de- claring an emergency. Mr. Wilamosky moved for adoption, second by Mr. McKay. Roll call on motion: Affirmative vote: McKay, Wilamosky, Woerpel. Negative vote: Bierman, Petrigac, Saringer. 3 Aye - 3 Nay - Tie vote. President Boehmer cast deciding vote "yes". 4 Aye - 3 Nay - Motion carried. Resolution No. 83-94 adopted. Ordinance No. 83-31 introduced by Mr. Wilamosky was given its second reading. An ordinance adopting a new and revised Section 161.03 of the Godified Ordinances en- titled "Employee's Vacations: Exceptions", as amended. Ordinance No. 83-81 introduced by Mayor Swietyniowski was given its second reading. An ordinance establishing the organizational chart and composition of the Fire De- partment; as well as salaries and various benefits for the employees of the Fire Department, and adopting various rules and regulations, and establishing employee rights, and declaring an emergency, as amended. Ordinance No. 83-82 iritroduced by Mr. Bierman was given its second reading. An ordinance establishing the organization and composition of the Police Department; salaries and various benefits for the members of the Police Department; various rules, regulations and employee rights, and declaring an emergency, as amended. Mr. Bierman moved to excuse the absence of Councilman Logan, second by Mr. McKay. Roll call on motion: Affirmative vote: Bierman, McKay, Petrigac, Saringer, Wilamosky.
