Council Minutes of 7/5/83 -3- <br />Mr. Woerpel, Chairman Building, Zoning and Development Committee reported: <br />4D 1) BZD Committee met Thursday, June 23rd with all aembers present as well as <br />Building Commissioner Gundy. Preliminary land use plans for Great Northern <br />Corporate Center were presented and Committee voted to refer the plans to the <br />Planning Counmission. Planning Commission will hold the plans until their July 12th <br />meeting, pending clarifieation of permitted uses in a mixed-use district. Becsuse <br />this is a revised plan from the ZPtnd use plan originally approved by Council back <br />in September of 1981, Council will be asked to act on it again. <br />2) Committee discussed Ordinance No. 83-77, pertaining to curbing to be required in <br />new commercial and residential developments. Comnittee reconmends adogtion of this <br />ordinance and noted that crosswalks should be constructed to accoamodate the handi- <br />capped. Committee also noted that Paragraph 6 provided for trees to be planted <br />in accordance with a Master Tree Plan specified by the Service Director and on file <br />in his office. Committee requests a copy of this Master Tree Plan for its use. <br />3) Coumnittee also met earlier this evening to consider a proposal from House of <br />Lights, 23905/24401 Lorain Road. The proposed building plans, wall sign and pole <br />sign for House of Lights was approved by ARB on June 22nd and by Planning Cflamission <br />on June 28th. Mr. Woerpel moved Council approve said building plans, wall and pole <br />sign, second by Mr. Bierman, unanimously approved. <br />4) Committee discussed the proposed renovation of an existing dwelling to an office <br />building for Sopata Construction Company, 24834 Lorain Road; previously approved by <br />ARB and Planning Commission. Since Committee had several questions regarding this <br />proposal, it wi11 be held until the regular BZD Committee meeting on July 28th. <br />5) Pointed out that at the June 28th Planning Comcnission meeting, a proposal to <br />allow an opening to be made in the median strip of Country Club Boulevard, west of <br />Great Northern Boulevard, to provide two-way access for a praposed restaurant, was <br />rejected. <br />Mr. McKay, Chairman Environmental Control Committee as well as Public Health, Safety <br />and Welfare Committee reported: 1) Moved Council have no objection to a liquor <br />permit transfer of a D1, D3, D3X and D6 license, from Edwin Bottemer, Jr., dba <br />Don's Bar, 29919 Lorain Road, to Edwin Bottemer, Jr. and Patricia S. Achhammer, dba <br />Don's Bar, 29919 Lorain Road, second by Mr. Woerpel, unanimously approved. <br />2) Has received a communication from the Department of Liquor Control of Ohio <br />stating that all permits to sell alcoholic beverages in the state will expire on <br />October lst, 1983; all permit holders must file a renewal application. If Cauncil <br />has any ob3ection, it must pass a resolution by August 31st. Would ask the Clerk <br />of Council to obtain a list of permit holders in North Olmsted from the Police De- <br />partment and pass the information along to Council Members. <br />Mr. Wilamosky asked the Clerk to request the Police Department mcake recommendations <br />concerning trouble spots or undesirable establishments. <br />3) Environmental Control Committee met June 29th with Mrs. Petrigac, Mr. Bierman and <br />11 Grace Road residents in attendance. Discussion concerned Ordinance No. 83-75, <br />the proposed planting of 80 trees along 1480 and the Grace Road area, at a cost <br />of $4,262 from Community Block Grant funds. Feeling was that a tree planting would <br />deter the State from considering a solid wall noise barrier. Residents do not want <br />the trees since they feel the trees would not stop the noise and do little to stop <br />pollution. Committee will hold this legislation and explore other uses for the <br />money. Mr. Dufala has contacted a representative from District 12 and another meeting <br />will be held on July 14th; time has not yet been established. <br />11
