Council Minutes of 7/5/83 -4- <br />Mr. Wilamosky, Chairman Finance Committee as well as Streets and Drainage Comm3.ttee <br />reported: 1) The Finance Comuittee met on June 30th; discussed Qrdinance No. 83-74, <br />advertising for bids for gas, oil and diesel fuel; Committee has no objection. <br />2) Committee discussed Ordinance No. 83-80 which provides for the City's continued <br />participation in the purchasing of government surplus; Cozmnittee has no objection. <br />3) Committee discussed Ordinance No. 82-153 and recommends against it in its current <br />form. Recoimnend the legislation be amended to provide for the purchase of one car <br />and one utility vehicle; the Treatment Plant is is desperate need of a car and the <br />Dog Warden is in need of a utility vehicle. <br />4) Met with Safety Director to discuss Ordinance No. 83-81 and 83-82 covering the <br />Police and Fire Department wages. Ordinances have been amended and will be reviewed <br />again. <br />5) Committee discussed a requisition to pay a Member of the Landmarks Comni.ssion <br />$90 for acting as Secretary for meetings in January, February and March. Committee <br />finds the payment to be contrary to legislation. The ordinance relating to the <br />Landmarks Commission clearly states that "members shall serve without pay"; the <br />payment -is for a Member of the Landmarks Commission who served as secretary. It is <br />the committee's opinion that the ordinance addresses the matter very clearly and <br />that payment should not be made. The Committee reviewed the ordinance and will be <br />asking for an amendment to strike out the section of the ordinance that provides for <br />payment for a secretary to the Landmarks Commission. <br />6) Also, discussed with Director Petre, a request for an additional appropriation <br />of $10,000 for the Pro Shop. Mr. Petre advised that he has obtained two rather large <br />team orders and based on his comnittments for inventory at the Pro Shop and a Fall <br />order in the amount of approximately $19,000, the particular line item will run short <br />without an additional appropriation. Committee has not asked for legislation as <br />yet; would like to confirm with Mr. Petre, perhaps through a copy of the purchase <br />order for the team purchase. <br />7) Reviewed the need for authorizing the Ma.yor to enter into an agreement with the <br />Board of Education for rental of buses for a field trip; School Board wi11 not rent <br />the buses unless the City enters into an agreement; rental is for up to five buses <br />and Committee has no objection since it is a one time only trip. <br />8) Committee discussed Ordinance No. 83-31 relating to employee vacations. Have <br />recommended some amendments and the legislation will be on the agenda for next meeting. <br />9) Committee discussed Ordinance No. 83-4, creating a financial task force, and <br />recommends against its adoption. City Charter is quite specific with respect to <br />who the City's financial advisor is. Additionally, the City depends on McDonald and <br />Company as well as Moody's for forecasting and matters pertaining to funding ma.jor <br />projects; principle responsibility rests with Director of Finance, an elected public <br />office holder,and not with an ad hoc comm?ittee as this legislation proposes. <br />10) Met with Budget and Management Director Gareau and discussed the proposed 1984 <br />budget. Will be scheduling another meeting; Public Hearing has been scheduled for <br />July 12th at 7:45 P.M. <br />With respect to the payment for a secretary for Landmarks Commission, Mr. Woerpel <br />pointed out that the ordinance does provide for secretarial service and it has been <br />paid for in the past. It is a question of having a member serve in this capacity <br />or hiring outside help. Mr. Wilamosky replied that Julia Brown acted as secretary <br />and she IS a member of the Landmarks Commission. The ordinance is specific as it <br />relates to members and says "members shall serve without pay". <br />With reference to Mr. Wilamosky's report regarding Ordinance No. 83-4, Mrs. Petrigac <br />asked if the committee had considered amending it, to change the composition of <br />the financial task force to include a financial planner in preference to three CPA's. <br />Mr. Wilamosky advised that they had not; committee did not go much further than what <br />it perceived the text and the intent of the legislation to be.
