Council Minutes of 6/7/$3
-3-
3) Received a brief in opgosition to the motion for summary judgment in the 1983
action brought by a Bus Line employee against the City of North Olmsted. Will be
reviewing and filing a brief in opposition.
Safety Director Petre reported: 1) Grant application for the rthabilitation of the
north end of North Olmsted Park was delivered May 27th, 1983. Phase One of the
proposed three phase project amounts to $128,000 to cover the coat of two ball
diamonds plus the necessary clearance, excavation, fill, seeding, ffitil.ching, fertilizing,
and tree planting. Have received financial commitz?tients from the North t}lmsted Soft
Ball Association and the Hot Stove Baseball Association totalling $21,000 so the City
is requesting $107,000. Areswer is expected by June 20, 1983. Would like to thank
Jerry Couts and Tom Fattler, Ron Zurawski an.d his ataff, and I}on Copelanrl for their
efforts in putting this grant application together in a hurry.
2) At the public hearing lsst night, Cauncilaian Logan asked Mr. Petre to laak into two
major complaints - the lack of stop signs at the drivewaqs at the Jamestawn condos
and apartments and the bad condition of the fencing on the east and north side of
the property. Building Co°mmiasioner Gundy and Safety Director Petre met with
Mr. Richard D. Margolius fihis morning and inspected the fence frrnm otce entl to the other.
Certain sections need repairs as well as some general cleanup behind thE garage.
Asked Mr. Margolius to send a written report as to what ateps wouZd be taken to
effect improvements. A letter received this afternoon stated that stop signs had been
placed on the north and side drives. Repair work on the fence will start on June 13,
1983, weather permitting; Building Department will be notifi.ed when the work is
completed and ready for inspection. Mr. Petre will keep Cous?cil advised.
3) Is in receipt of a letter from Mr. 1Kichael Griffin, Principal of North Olmsted
Junior High School, commending the North Olmated Police Department on their handling
of the recent break in at the school.
4) Has received a proposal fram CEi for the ro$dway lighting on Bradly Raad. The
portion located in North Olmsted is approximately 2,800 feet long. The proposal is
to place underground cable and add 150 watt high pressure sodium lamps at a cost of
$5,085; annual laatp charges would amaunt to $742. Would appreciate prompt consider-
ation by the Safety Committee since CEI wants to start installation by August.
Mr. Logan, Chairman Transportation Committee reported: 1) Conmittee met May 25th
with Mrs. Petrigac and Mr. Logan in attendanee as well as Serviee Director Corrigan.
Committee discussed Ordinance Nos. 83-45 and 83-46, compensatton for Bus Line
employees, and has no objeetion. As he has done in the past, Service Director will
use his own discretion in approving or disapproving any increases.
2) Committee has previou$ly approved Ordinance No. 83-51 regarding the traffic contral
signal at Rose Road and Fawn Drive whicth is on third reading tanight.
3) Committee also approved Ordinance No. 83-57, authorizing emergency boc3y repaira to
two buses.
4) Committee discussed at length the issue of truck parking in the City. After an
intense search on the part of the Safety Director, several other iavolved people,
and the Transportation Commtttee, it was concluded that there really is na space, no
area, within the City limits that is €easible for overnight truck parking. Committee
did go to great lengths to try to find an area that would not conflict with neighbor-
ing residences or cominercial developments. Spoke with Mr. Edward Biskind, Great
Northern Partnership, who adviaed that they are on record as being ctpposed to being
included in any long range planning for truck parking in Chat tiheir current concrete
and asphalt does not supgort the weight of trucks. Further, they do not have a
4D gravel or earth area that would accommodate such parking. If an owner can find a
suitable area, properly zoned, the City will work to accommodate him, but currently,
under existing conditions, no such place has been found.
