Council Minutes of 6/7/83 _5_ <br />Council approve the following projects, recommended by the Long Range Planning <br />Committee, for Community Development Block Grant Funding for the year 1983: <br />(a) Tewn Ha11 preserv$tian and remodeling, $15,000, with emphasis on accessibility <br />for the handieapped; (b) Charles B. I.ewis Memorial Park, $30,000, for purchase of <br />house and land for development of a park for handicagped persons; (c) addition to <br />Fire Station No. 1, $12,4$8, for preliminary plans; (d) Horizons Aft@r School Center, <br />$30,000, lease and rehabilitation of a vacant school building; with housing rehabili- <br />tation being an alternate project, for a total of $87,488, second by Mr. Woerpel, <br />unanimously approved. <br />4) Backup or alternate suggestions include repair of streets, specifically in the <br />Gessner Road area; parking at Barton/Bradley Recreation Area; the lining of swales <br />on Stearns, Barton and Bradley Road. Would like to thank Director pon Copeland and <br />Pat Strange for their help; 13orth Olmsted is fortunate to have two sueh capable people <br />to help with the grant applications. <br />5) City Complex Committee met with the Mayor on May 18th and discusaed a letter re- <br />ceived from an interior decorator who is requesting an interview. At this point, <br />Committee feels that Sherwin-Williams should be contacted for suggestions since they <br />have voiunteered to assist the City at no cost. Committee also decided to stay with <br />a local interior decorator if possible. <br />6) A suggestion was made to try to aave the shrubs around the homes that are going <br />to be auctioned; possibly replanting them at the Recreation Camplex. Councilman MeKay <br />and Mrs. Petrigac toured the five homes and found a number of shrubs that would be <br />suitable for the Rec Compiex. Will be contacting people from the Garden Club for <br />their expertise. <br />Councilman McKay, Chairman Public Safety, Health and Welfare Committee as well as <br />Environmental Control Comm.ittee reported: 1) With respect to the Litter Control <br />Committee, 130 units have been ordered from Pompili Pre-Cast Concrete; first shipment <br />of 30 to 36 units is expeeted as earl.q as the week of June 15th, with weekly deliveries <br />of 20 to 30 units per week until the order is completed. Mr. McKsy ahowed Council and <br />audience a copy of the winning design for the logo to be placed on the units and <br />presented a check for $50.00 to Dan Karp who was the winning artist. <br />2) With respect to the shrubs around the houses, contacted Mr. Robert Stark, a member <br />of the Garden Club. Mr. Stark inspected the shrubs and stated that in his opinion, <br />they were too old and improperly developed to be placed at the Rec Complex. The age <br />of the shrubs would require heavy equipment to remove them and doing so at this time <br />of the year would probably not be suecessful. The trees in front of the three houses <br />could be transplanted successfully but again, heavy equipment would be needed. <br />3) Environmental Control Committee met June 6th with a11 members present as well as <br />Ma.yor Swietyniowski. Committee reviewed Ordinance No. 83-49, an agreement with the City <br />of Cleveland for water service, and has no objection. <br />4) Committee also reviewed Ordinance No. 83-50 which controls water usage during <br />emergencies and has no ob3ection. <br />Mr. Bierman suggested that the shrubs be offered to any citizen of the City who <br />wanted to take advantage of the ones that aren't too elderly. Mayor repl3ed that he <br />thought there might be a problem with control; perhaps the person purchasing the <br />house would take the shrubs along too; perhaps they could be given to Kiwanis for the <br />park. Mrs. Petrigac stated this would be discussed further in Environmental Committee. <br />Mr. Wilamoskq asked if the City would incur any liability with any loss of revenue <br />should the Mayor declare a water emergency under Ordiaance No. 83-50. Law Director <br />replied there was no liability as far as he was concerned; this is no different than <br />if there was a disaster and a curfew was declared and everyone closed down.
