Council Minutes of 6/7/83 -6- <br />Mr. Wilamosky, Chairman Finanee Coimnittee as well as Streets and Drainage Conmaittee <br />reported: 1) Finance Comm3ttee met on June 6th and discussed Ordinance No. 83-65, <br />an agreement with the North Olmsted Board of Edueation fvr the leasing o€ the third <br />floor of Butternut School tor use by Horizons. 'Mrs. Petrigac advised that Horizons <br />is considering another location; committee recommends that following second reading <br />tonight, Ordinance No. 83-65 be removed from the agenda until it can clearly be <br />established just where Horizons will be situated. <br />2) Committee discussed with Fire Chief VanKuren the terms and language in the vacation <br />ordinance as it relates to the employees of the Fire Department, which is dffficult <br />becauae of the manpower requiremexits. Mr. Petre provided some information and the <br />Committee asked him to summarize that information into legislative form for review <br />within the next two weeks. Hope to have a workable piece of 1egislatiQn that can be <br />incorporated into the ordinance that is now being held in committee, whieh relates to <br />the vacation policy on a city-wide basis. <br />3) Also discussed Ordinance No. 83-70, repaving of 3.5 miles of Lorain Road; have <br />recomended an amendment on Page Two which would provide the name of the fund from <br />which the City's lOX would be taken; this change was ma.de in caucus tonight. <br />4) Discuased Ordinance No. 83-69 and recommended that the "Finance Director" not the <br />"Mayor" contract for an escrow account for the money for the repsving of Lorain Road. <br />People addressing Council: <br />Mary Smith, 28374 Nandina Drive, stated that Horizons would not be relocating until <br />1985 or very late in 1984, therefore will continue to use the same premises. <br />Mr. Wilamosky stated that since the language in the ordinance provides for a lease <br />from June to June, there is no problem. <br />LEGISLATION: <br />Ordinance No. 83-32 introduced by Mr. Woerpel was given its third reading. An ordinanae <br />providing for the amendment of the Zone Map of the City of North Olsmted, which Zone Map <br />is part of the Zoning Code of the City of North Olmsted, by changing the premises <br />hereinafter described from C SingZe Residence District to Multiple Residence District. <br />Mr. Woerpel moved for adoption, second by Mr. Logan. Roll call on motion: Affirmative <br />vote: Logan, McKay. Negative vote: Bierma.n, Petrigac, Saringer, Wilamosky, Woerpel. <br />2 Aye - 5 Nay - Motion failed. Ordinance No. 83-32 not adopted. (Note: Under New <br />Business, Council approved Mr. McKay's request to change his vote to "no".) <br />Ordinance No. 83-45 introduced by Mr. Logan was given its third reading. An ordinance <br />establishing the compensatfon to be paid to administrative and maintenance personnel <br />employed by the North Olmsted Municipal Bus Line, and declaring an emergency. Mr. Logan <br />moved for adoption, second by Mr. Bierma.n, unanimously approved. Ordinance No. 83-45 <br />adopted. <br />Ordinance No. 83-46 introduced by Mr. Logan was given its third reading. An ordinance <br />establishing the coapensation to be paid to all hourly employees employed by the North <br />Olmsted Municipal Line, and declaring an emergency. Mr. Logan moved for adoption, <br />second by Mr. Bierman, unanimously approved. Ordinance No. 83-46 adopted. <br />Ordinance No. 83-49 introduced by Mr. McKay was given its third reading. An ordinance <br />authorizing the Mayor to enter into a water service agreement with the City of Cleveland <br />whereby the City of Cleveland will furnish water to the City of North Ol.msted and to its <br />citizens under certain terms and conditions. Mr. McKay moved for adoption, second by <br />Mr. Wilamosky, unanimously approved. Ordinance No. 83-49 adopted.
