<br />Committee discussed the request whieh was previously approved bq ARB on Februsry 16th
<br />and by Planning Coimnission on February 22, but was defeated by Council on March lst.
<br />Mr. McCann of Astrup Awning Company has requested reconsideration by Council. Mr.
<br />Woerpel moved to amend the agenda to allow Mr. McCann to addr.ess Council at this
<br />time, second by Mr. Bierman. Roll call on motion: affirma.tive vote: Bierman, McKay,
<br />Petrigac, Saringer, Wilamosky, Woerpel. Negative vote: Logan. Motion carried.
<br />Mr. McCann explained necessity for such a sign. Mr. Woerpel moved Cauncil reconsiaer
<br />projecting canopy sign rcquest, second by Mr. McKay. Roll call on motfon: Affirma-
<br />tive vote: McKay, Petrigac, Saringer, Woerpel. Negative vote: Bierman, Logan, Wila-
<br />mosky. 4 Aye - 3 Nay - Motion carried. Mr. Woerpel moved Council approve xequest
<br />for projeeting canopy sign, second by Mrs. Petrigac. Roll call on motion: Affirma-
<br />tive vote: McKay, Pet"rigac, Saringer, Woerpel. Negative vote: Bierman, Logan, Wila-
<br />mosky. 4 Aye - 3 Nay - Motion carried.
<br />2) Mr. John McGill, representing Developers Diversified, addressed Committee and
<br />spoke on a request to rezone a 42 acre parcel of land on the southwest quadrant af
<br />1480 and proposed relocated Route 252 for the development of an office park with hotel
<br />and restaurant facilities. Committee also heard from Mr. Robert Sharp, Fresident of
<br />the Southeastern Area Growth Association, who presented a detailed case stating why
<br />the area should not be rezoned. Several other area residents also commented an their
<br />opposition to rezoning. There is no rezoning ordinance per se before Council at this
<br />time. Planning Commission rejected the rezoning an.d development plans when submitted
<br />on February 22, 1983, as reported to Council in the B2D Committee fLeport of Msrch lst.
<br />BZD Comittee unanimously reaffirms its belief that residential use is the best use of
<br />this land and recommends Council not over-rule Planning Comnnission's reconmaendation.
<br />3) Committee then discussed the proposed Pheasant Wa1k Subdivisicm, locsted east of
<br />Wellesley Avenue on the north side of Lorain, as presented by the Engineering Department.
<br />Planning Commission approved preliminary plan on April 12th with several recomnendations.
<br />Committee recommends approval of the preliminary plan, including Planning Comm3ssion
<br />recommendations #3, #5 and #6 and further, inthat the proposed access rosd to Wellesley
<br />Avenue be included; that the center strip/Me access road off Lorain Road not be re-
<br />quired; and that the parcel of land adjacent to B1ock "C" be allowed to be deveZoped.
<br />Mr. Woerpel moved Council approve the proposed preliminary plan for Pheasant Walk Sub-
<br />division as stated, second by rirs. Petrigac, unanimously approved.
<br />4) Committee discussed with the Engineering Department the problems in the Timber
<br />Trails Subdivion, including projects to be completed prior to acceptiag for dedication.
<br />Committee will continue to monitor the situation and will hold its next regularly
<br />scheduled meeting on Thursday, May 26th, at 7:30 P.M.
<br />Mr. McKay, Chairman Environmental Control Committee as well as Public Safety, Health
<br />and Welfare Committee reported: 1) Environmental Committee met on Tuesday, April 26th.
<br />In attendance were President Boehmer, Councilmen Petrigac, Bierman, Woerpel, Service
<br />Director Corrigan and Mr. McKay. Discussed specifications of the trash receptacles to
<br />be purchased through the grant program. Design for the logo, chosen by members of the
<br />Litter Control Board and Environmental Committee, will be molded to the outside of the
<br />containers. Bid opening will be on Friday, Ma.y 20th, at noon. Hope to have the first
<br />receptacle in place by early July.
<br />2) Committee discussed the problem of tree branches being placed on the City right-of-
<br />way, not being cut to proper size nor tied. Asks anyone observing such branches being
<br />placed on tree lawns to ca11 the Service Department so proper action can be taken.
<br />3) Due to the shrinking budget for tree planting, Committee recommends that beginn3.ng
<br />in 1984, anyone desiriiig trees, be required to pay for the tree or trees requested.
<br />City will arrange with a number of suppliers for the trees to be purchased at a dis-
<br />count price and the supplier will have the information as to the type of tree permitted
<br />on each street.
