Council Minutes of 4/19/83 <br />-5- <br />cussed; Commission members will make an on-site inspectian of the operation before <br />making any decisions; will meet with residents of West Ranchview for their input <br />and recommendations. A date for the meetin g with West Ranchview residents will be <br />set at the Rec Commission Meeting of Ma.y lOth. Complex purchases to date include a <br />tennis vacuum for $1,500; cash register for $299.99 ($800 was apuropriated for the <br />cash register). Fairview Tile and Marble will build the locker room stali walls for <br />$800 and complex personnel will install the tile. Cost of the tile is $130; doing in- <br />stallation in-house will save $270. <br />Mr. Wilamosky, Chairman Streets and Drainage Committee reported: 1) Council-as-a- <br />Wh.ole Committee met April 18th with President Boehmer, Councilmen Bierman, McKay, <br />Petrigac, Saringer, and Woerpel in attendance as well as Mayor Swietyniowski, <br />Service Director Corrigan, City Engineer Zurawski and Mike Benza, the engineer who <br />submitted a proposal to the City. Basically the relining and,cleaning of the water <br />line west of Dover Ceater Road was discussed. Mayor discussed the sewer charge re- <br />quired if City utilized OWDA funding. OWDA funding would only be applicable to the <br />cleaning and relining; 313 money, which is excess liquor money, could only be utilized <br />for the loops south of Lorain which would provide service in that area. Cast of clean- <br />ing was projected at $1,050,000; $610,000 for loops, $100,000 for engineering. Dis- <br />cussed undertaking the engineering for relining and cleaning "in-house". Also dis- <br />cussed considerations witfi respect to resurfacing Lorain Road. Council has not gotten <br />an accurate projection with respect to the increase necessary to fund this project. <br />Maqor will provide Council with an accurate breakdown on the increase necessary, or <br />what type surcharge will be necessary. Also, would ask the Service Director to submit <br />an over-view of the capabilities of the Engineering Department to undertake the <br />engineering for the cleaning and relining of the water lines since the City did <br />undertake some in-house responsibilities on Dover Center Road. <br />People addressing Council: <br />Mr. James Kershaw, 6158 Winding Creek, asked for a summary of exactly what the status <br />is of the Timber Trails/Meadowbrook Subdivision. City Engineer Zurawski advised that <br />he had met with a representative of the company that has taken over the subdivion, <br />went over the list of items to be cleaned up; met at the site; walked the site and <br />the company prepared a response to the submitted list. Engineering Department is <br />currently evaluating that response and will keep Council informed. <br />Lt. Gerry Krynak, North Olmsted Police Department, addressed Council with raspect to <br />Ordinance No. 83-30, the new legislation changin;g the City's poltcp regarding longevity. <br />Sees this as a negotiated item, not to be done away with by Council action. <br />Patrolman Kevin Whelan, North Olmsted Police Department also addressed Council with <br />respect to longevity; feels it will have a negative effect on the aorale of the Police <br />Department in the future. Also, voiced his objection to Resolution No. 83-47 which <br />is a resolution oQposing Senate Bill 133, establishing collective bargaining rights <br />for Ohio public employees, even though this resolution had been withdrawn from tonight's <br />agenda. <br />Patrolman Russell King, Jr., North Olmsted Police Department also spoke against the <br />IV ordinance changing longevity policies; stated that the City of North Olmsted invests <br />a lot of time and money in training and educating competent, dependable officers. One <br />of the reasons the City is able to keep these good men over the years is due to the <br />longevity benefit. <br />?» .?
