Council Minutes of 3/1/83 _3_ <br />Safety Director Petre reported: 1) Over the last year and a half has had conver- <br />? sations with the Metro Park System regarding the Interpret3.ve Center's lack of a <br />water supply in case of fire. Metro Park System has reeently installed a 17,000 <br />gallon cistern; North Olmsted Fire Department is currently testing the system. <br />Expect completion of the improvements at the top of Old Fort Hill which were started <br />last year; one of the ma3or issues there was a pratective rail at the top. <br />2) On February 22nd, T'homas E. Lambert was sworn in as a Sergeant and Dennis S. Sefcek <br />was sworn in as a Lieutenant in the North Olmsted Police Department. Lt. Sefcek <br />will be assigned to operations and Sergeant Weston will replace him in the Iletective <br />Bureau. <br />3) North Qlmsted Hockey Club and North Olmsted Recreation Comglex will be hosting <br />the State Hockey Playoffs this coming weekend; 26 teams will compete for the State <br />Championship title. Congratulated the North Olmsted High Sehool Hockey Team for <br />winning the Baron Cup. North blmsted Hockey Club is ceiebrating its tenth anniversary. <br />4) Fire Captain Roger Osterhouse will function as Fire Prevention Officer this year. <br />Mr. Logan, Chairman Transportation Committee reported: 1) Committee met last night <br />at 7:15 P.M. with aIl members present as we11 as City Engineer Zurawski. Committee <br />discussed Ordinance No. 83-19 which would provide for traffic signalization of <br />Brookpark Road Extension at the intersecfiion of Dover Center Rosd. Committee and <br />Engineer perceive the need for signalization at this busy intersection, the cast <br />of which will be borne by the Federal government to the extent of 85% and the re- <br />maining 15% to be provided through the County License Tag Reimbursement Program. <br />Any cost to the City would be minfmal; Engineer estimates it would not exceed $2,040. <br />Signalization would not be completed until the Daver Center Road rehabilitation project <br />is either underway or completed, some time in 1984. Committee recammends approval. <br />2) Committee also discussed Ordfnance No. 83-23 which will be on first reading tonight. <br />This legislation would provide for the elimination of the current prohibition of left <br />turns at Mill Road and Dover Center Road intersection since the rehab3litation pro- <br />,ject of Dover Center Road will provide a third lane which will allow a sufficient <br />passage area. Council recommends approval. <br />3) Committee also discussed the prvblem of cars cutting through private property to <br />avoid a traffic signal. North Olmsted Police Department is ticketing such cars. <br />Committee would like the public to be aware that it is a violation of the City code <br />for drivers to take a short cut through private property to evade a traffic signal. <br />Committee also discussed the "T" intersection at Martin and North Park and will be <br />requesting a"yield" sign at this location. <br />4) Committee discussed the issue of stop bars; the white stripe, painted on the <br />street, at which cars must stop when they enter an intersection. City Engineer has <br />attempted to bring the City in full compliance with State code recommendativns with <br />respect to the distance between a traffic signal, a crosswslk, a stop har, etc. <br />Due to the Public Hearing, Committee was unable to get through all the business of <br />this issue and will continue discussion at a future meeting. <br />Mrs. Petrigac asked Safety Director Petre to look into the possibility of having a <br />"no through traffic" sign erected on the Best Company property to alleviate the <br />problem of cars cutting through there to avoid the light at Lorain and Sparky Boule- <br />vard. <br />Mr. Bierma.n asked if the proposed traffic light at Dover and Brookpark Roads was to <br />be fixed or actuated. Mr. Logan stated that according to the City Engineer it would <br />be a semi-actuated signalization.
