Council Minutes of 2115/83 _2_ <br />? Safety Director Petre reported: 1) Packet outlining new jail standards has <br />been presented to Council; requests meeting with Council-as-a-Whole, Law Director <br />and Chief Taylor to diseuss. <br />2) New telephone system in City Hall and Police Station has gone on line. <br />3) Recreation Department, Commission and Administration at the Complex are involved <br />in energy conservation and energy curtailment plans. Has requested information <br />from CEI on Complex usage as well As a report covering the last three or four year <br />period. <br />4) Mr. Couts and Safety Director met with Complex staff to outline plans for <br />promotion; plans for internal maintenance and upkeep; detailing over-all assign- <br />ments with a view to better serving the public; generating more income and <br />operating efficiently at the lowest possible cost. <br />President Boehmer announced that Council-as-a-Whole would meet Monday, February <br />28th, immediately following the 8 P.M. Public Hearing, to discuss jsil standards. <br />Mrs. Petrigac, Chairman Lang Range Planning Committee reported: 1) The Interim <br />Committee of Council met on Wednesday, January 16th with Mayor Swietyniowski and <br />Architect Mongello. Councilwoman Saringer was also in attendance. Committee <br />finalized placement of rooms and the basic electrical wiring. Each Council Member <br />will have his own mike; wiring will be placed so that a mike can be installed on <br />the left side of the room, with an electrical 3ack in the center sisle, for <br />audience participation. A].gD discussed a recessed section in the wa11 for a three <br />part screen on which slides and movies could be shown; a city map with zoning and <br />streets would be one part of it; display board for developers to pin up their <br />plans for discussion would be included. Mr. Mongello suggested the Committee look <br />at the ceiling lights at the Women's Federal Bank on Center Ridge Road to see if <br />they would be an acceptable type for the new council chambers. Mr. Mongello also <br />suggested the committee wait a little while before considering the services of an <br />interior decorator. Committee again stated it wished to be involved in all phases <br />of the construction with the exception of the Mayor's office. Comnittee will meet <br />again tomorrow to let the architect know how it feels about the lights and to move <br />on with the plans. <br />Mrs. Saringer, Chairman Intra-Governmental Relations and Legislation Committee re- <br />ported: 1) Committee met on January 14th with Mr. Bierman and Mr. Wil?sky in <br />attendance. Committee discussed Ordinance No. 83-13, adding an amendment to <br />Section 739.01 of the Codified Ordinances entitled "Posting of Current Gasoline <br />Prices". Committee sees no significant benefits to require stations to post the <br />price per gallon on the €ace of the pump when the station is dispensing gasoline <br />by the liter, as long as they are required to post the price per gallon on the <br />premises as required by the present City ordinance. <br />2) Committee also discussed Ordinance No. 83-16 entitled "Financial Disclosure <br />Statement Required"; unanimously agrees with this legislation and recommends <br />Council's approval. <br />3) Committee agreed and Mrs. Saringer so maved to amend Rule 57 of the Rules of <br />Council to read as follows: "(57) Report or status of pending measures. The Clerk <br />of Council shall keep the Members of Council informed regarding the status of <br />pending ordinances. On matters pertaining to amending or changing any area, zone <br />or district classification as defined in an enacted ordinance or proposed rezoning <br />legislation, the Clerk is directed to comply with Article IV, Section XIV of the <br />North Olmsted City Charter and further, that a cogy of the required notiee be <br />maintained in the Clerk's office.
