Council Minutes of 2/15/83 <br />- 3- <br />district proposed to be changed shall be maintained in the office of the C1erk. <br />And further, that upon third and final reading, the Clerk shall certify to the <br />Council that the notice requirements, as aforesaid, have been complied with. <br />All ordinances and resolutions to be acted upon by committees or Council on <br />Tuesday shall be in the hands of the Clerk not later than the preceding Friday at <br />12:00 P.M.", second by Mr. McKay, unanimously approved. <br />Mr. Woerpel, Chaira?an Building, Zoning and Development Committee reported: <br />1) BZD Coimnittee met on Thursday, February lOth at 7:30 P.M. Building Comaaissioner <br />Gundy presented a proposal for an addition of storage area for Suburban Auto Body, <br />4960 Dover Center Road. ARB approved the proposal on January 19th with the con- <br />dition that the pine trees remain. The Planning Commission approved the propasal <br />on February 8th as presented and per rhe ARB condition. BZD Committee recomtsends <br />approval with the further condition that the four parking spaces abutting the <br />sidewalk, marked "customer parking", be eliminated and the four parking spaces <br />located at the northeast corner of the property be designated as "eustomer parking". <br />Mr. Woerpel moved Council approve the addition of storage area for Suburban Auto <br />Body as stated above, second by Mr. Bierman, unanimously approved. <br />2) Committee discussed with Commissianer Gundy the need to check into certain im- <br />proper signs and report back; also certain change orders requested for the new <br />City Center. <br />3) Ordinance No. 83-6, accepting for dedication the Westma.rk Development Company <br />Subdivision No. 1, which includes Woodside Drive and Deepwoods Way, was reviewed <br />by Committe; committee recoarmends approval. <br />4) Ordinance No. 83-14, authorizing the Mayor to grant a license to Springvale <br />Country Club and North Olmsted Golf Course to locate a sign within the City right- <br />of-way at the corner of Canterbury Road and Butternut Ridge Road was discussed and <br />Committee recommends approval with the deletion of Item 2 of Exhibit "A" which <br />requires a$50 annual charge for said license. <br />5) Mr. Woerpel scheduled a BZD Committee Meeting for Thursday, February 24th, at <br />7:30 P.M. <br />Mr. McKay, Chairman Environmental Control Committee as well as Public Safety, <br />Health and Welfare Committee reported: 1) Environmental Conmuittee met on Wednesday, <br />February 2nd with Councilwoman Petrigac and Councilmen Wilamosky and McKay present. <br />The Tree Planting Program was discussed with the possibility of the City withdrawing <br />from the program after all the trees presently scheduled, have been replaced. <br />Homeowners would then replace trees on the treelawn if so desired and the City <br />would attempt to get the trees at the same price the City normally pays. <br />2) The State of Ohio has confirmed receiving North Olmsted's Litter Control Grant <br />application, which is being processed. <br />3) Recreation Commission met on Monday, February 7th and Tuesday, February 8th. <br />Copies of the budget have been given to Council. The vote to submit this budget <br />was 2 Nay and 5 Yea; Mrs. Brookshire and Mr. McKay voting "no". Estimated income <br />for 1983 is $798,000; anticipated expenditures are $797,973. Personnel cuts in- <br />clude one janitor, one part time clerk/typist, and a full time concessionaire <br />clerk/typist. Positions presently vacant will not be filled. Program cutbacks in- <br />clude a sunnner playground program, summer ice rink, reduction to Horizons, equipment <br />and capital improvement, repairs and maintenance, Pro Shop stock, concession stock <br />and program supplies. Mr. MeKay feels it is time for Council to be supportive and <br />help find money to operate the Complex properly. Perhaps the rent derived from <br />West Shore Cable TV could be put into the Rec budget. Total income fram the <br />Complex in January, 1983 was $75,277.50 as compared to $66,145.36 in 3anuary, 1982. <br />North Olmsted will be having the American Regional Soccer Tournament in July, 1984; <br />Winter Carnival date has been set for January 24th of 1984.
