Council Minutes of 2/15/83 _4_ <br />A general discussion regarding the operation of the Recreation Comglex ensued. <br />Mr. Woerpel asked if the $159,000 from the tax levy was earmarked for any <br />special program. Mr. McKay advised that the only stipulation was that 10% of <br />the money had to be put into capital improvements. Mr. Logan stated th#t a quick <br />glance at the proposed budget for the Complex seemed to indicate that the figures <br />were less than realistic. He asked Mr. McKay for an estimate of the minimal <br />Council transfer which would be needed; Mr. McKay stated that Council is 2ooking <br />at close to $50,000 again this year. Mr. Logan stated that it would make sense <br />to include the $5,000 needed for the energy study at the outset since the Comglex <br />uses roughly a quarter million dollars of energy and urged that a private entity <br />conduct an energy $udit of the Complex. Mrs. Petrigac asked that a apecial meeting <br />with the Recreation Committee of Council be scheduled to discuss the Reereation <br />Complex. <br />Mr. Wilamosky, Chairman Finance Comsnittee as well as Streets and Drainage Committee <br />reported: 1) Finance Committee met on Februa.ry 14th with Mayor, Service Director, <br />Safety Director, Finance Director, President of Council and Councilwoman Saringer <br />in attendance. Comnittee digcussed Ordinance No. 83-7, advertising for bids for <br />50,000 gallons of sodium aluminate for use at the Treatment Plant and has no <br />ob.j ection. <br />2) Committee discussed Ordinance No. 83-8, cancellation of special assessments on <br />certain parcels in the City; special assessments have been paid and Coata?ittee has <br />no ob3ection. <br />3) Also discussed was Ordinance No. 83-10, the issuance of notes for the purchase <br />of cars for the Police Department. It was Committee's intention to include other <br />vehicle purchases with the police cars, basically to save on costs incurred from <br />advertising for the notes, printing the nabes and the over-all sale of the notes. <br />Based on Mr. Fetre`s discussion with the bidder, the cars which are available in <br />the best and lowest bid haue a deadline of Ma.rch lst for ordering, therefore <br />Mr. Wilamosky will be asking for suspension of rule requiring three resdings and <br />Committee recommends approval of Ordinance No. 83-10 which only covers the police <br />cars. <br />4) Committee discussed Ordinance No. 83-11, advertising for 1,400 gallons of <br />highway paint. Committee has no objection. <br />5) Discussed, very briefly, the Ma.yor's recommendations with respect to salary <br />line items; Committee is awaiting the Mayor's recommendations with respect to <br />appropriations. <br />6) Also discussed was Ordinance No. 83-21 which provides for the salary of Council <br />At-Large Members for the term beginning January 1, 1984, through December 31, 1987. <br />This ordinance is on first reading tonight for Council's consideration. <br />7) Requested that Oralinance No. 82-98 be placed on the agenda for the next regular <br />Council Meeting. Said legislation is no longer needed since it hsts been super- <br />ceded by other legislation covering the notes for the Administration Complex. <br />8) A Community Improvement Committee rneeting was held on February 8th with Mr. Kuhn <br />from McDonald and Company in attendance. Mr. Kuhn addressed the membership with <br />respect to the new regulations regarding industrial revenue bonds. The new regula- <br />tions have not yet been published in the Federal Register and the IRS is currently <br />setting up specific guidelines. The new regulations provide for more conm4unity in- <br />put. CIC will accept applications; FCIC recommends positively to Couneil; Council <br />will call a Public Hearing in addition to Council hearings; following Public Aearing, <br />41 Council will submit a report to the Mayor; after review of the report, the Mayor can <br />stop it right then and there since the Mayor has to introduce legislatinn - Council <br />cannot. Additionally, Mr. Kuhn advised that golf courses, massage garlors, racket- <br />ball facilities, race tracks, etc., are totally ineligible. Restaurants, beverage <br />operations, auto sales, recreation and entertainment are not qualified if they ex- <br />ceed 25% of the issue. Mayor Swietyniowski was again elected Chsirman; Mr. Don <br />Newport, Co-Chairman, Mary Slama., Secretary. CIC also approved the purchase of five
