Council Minutes. of 12/4/84 _2_ <br />Mr. O'Grady, Chairman Public Safety, Health and Welfare Committee reported: 1) <br />Commended the City for the expeditious manner in which it handled the signalization <br />for the left turn lane on Clague Road and Lorain Road, which went operational on <br />Tuesday, November 27th. <br />2) Received a communication from City Engineer Schaller with respect to Ordinance <br />No. 84-104, prohibiting right turn on red from Lorain Road onto Clague Road; City <br />Engineer reported that based on ol~.servations to date, it appears that prohibiting <br />this turn movement would require the present signal timings to be adjusted for <br />more "green time" for Lorain Road to clear the traffic waiting to make such a <br />movement. The added time would have to be deducted from the "green time" allocated <br />to Clague Road and in essence would defeat the purpose of the left turn signalization. <br />Transportation Committee and Safety Committee will have a joint meeting to discuss. <br />3) Received a copy of a letter from Ohio Department of Transportation regarding the <br />reduction of speed on Porter Road. Mr. Gallito states "From all indications Porter <br />Road is functioning as a through highway. Porter Road is a county road on the Federal <br />Aid Urban System with a classification of an urban collector. The road connects two <br />primary highways of Lorain and Center Ridge Road. Motorists perceive Porter Road as <br />a through highway since their pace was noted at 35 miles per hour. Please note that <br />if Porter Road is designated as not a through highway, it may no longer be eligible <br />for federal aid since its classification. of an .urban collector would change. The <br />method by which Council of North Olmsted is attempting to lower the speed limit for <br />Porter Road is a matter of legal interpretation. Therefore, the department cannot <br />grant a variance or exception to the stop sign portion of the law. Your Law Solicitor <br />for the City of North Olmsted should be able to provide legal counsel in this matter. <br />As an alternative, another method for speed reduction could be through the Traffic <br />Engineer's speed zone study to be conducted by the City." The joint Transporation and <br />Safety Committee meeting will also discuss this Porter Road issue. <br />Mrs. Petrigac, Chairman Recreation, Public Parks and Buildings Committee as well as <br />Transportation Committee reported: 1) Transportation Committee met on November 26th <br />with all members present as well as Finance Director Boyle, City Engineer Schaller <br />and Safety Director Petre. Discussed Mr. Petre's letter in response to Mr. Bierman's <br />question about students crossing at Butternut and Fitch Roads. Mr. Petre stated "As <br />per Mr. Bierman's request, we contacted the school guard for his input. Today, <br />Captain Thomas Marsh, advised that the school guard crosses students only on Fitch <br />and none cross Butternut at his post. The school guard did state that he~does observe <br />junior high and senior high students crossing Butternut in between Dover Center Road <br />and his post. These students should be crossing with the light at Dover Center Road. <br />There is another school guard to the west of Fitch, in front of Butternut Elementary <br />School, who crosses students at Butternut." <br />2) Thanked City Engineer Schaller for the information requested by Councilman <br />Wilamosky at the last council meeting with respect to Ordinance Nos. 84-109, 84-110, <br />and 84-111; will forward the list of streets questioned by Mr. Wilamosky. <br />3) Committee also discussed Ordinance No. 84-100, the first of five phases, for the <br />signalization of Lorain Road from Porter to Columbia, at a total estimated cost of <br />$.246,000. 75% will be federally funded; city's cost will be approximately $63,500. <br />Engineering costs will add an additional $60,000. Phase One is about $108,500 and <br />includes the computer, the controllers and the phones. Phase Two is about $34,500 <br />and includes phones, installation, plus computers. Phase Three is about $42,000; <br />Phase Four, $36,000 and Phase Five, Kennedy Ridge Road and Mastick Road Phase, about <br />$25,000. Committee considers this a priority item and asks the Finance Committee <br />to consider so it can be put into the budget for next year. <br />
