<br />Council Minutes of 11/20/84 <br />-2- <br />Mr. O'Grady, Chairman Public Safety, Health and Welfare Committee reported: <br />1) Moved Council have no objection to the transfer of a D2, D2X, D3, D3A, and <br />D6 liquor permit from Kitchen Maid Akron, Incorporated, dba Rhinelander, 25973 <br />Brookpark Road, to Kitchen Maid Akron, Incorporated, Neil H. Mintz, Rcvr., <br />25973 Brookpark Road, North Olmsted, Ohio, second by Mrs. Saringer, unanimously <br />approved. <br />2) Moved Council have no objection to the issuance of an F2 liquor permit to the <br />Kiwanis Club of North Opted, 28271 Lorain Road, North Olmsted, Ohio, for a <br />function to be held on December 31, 1984, second by Mrs. Saringer, unanimously <br />approved. <br />3) Safety Committee met on November 13th, with Safety Director Petre, City Engineer <br />Schaller and Councilman Bierman also in attendance, and discussed Ordinance No. <br />84-104 which calls for "no right turn on red" during morning and evening rush hours <br />at Lorain and Clague Roads. A survey will be done, prior to third reading, because <br />of the installation of the left turn signal on north/south Clague Road. at Lorain Road. <br />4) Committee discussed .Ordinance No. 84-106, entering into a contract with the <br />Cuyahoga County General Health District for the year 1985 and recommends passage. <br />5) Ordinance No. 84-96, requiring any person convicted of an offense, other than a <br />minor misdemeanor, and confined, to reimburse the City for its expenses, was dis- <br />cussed and committee recommends passage. Chief Taylor's report indicates a total <br />cost of $4,532 for seven prisoners for 103 days at $44 per day, during the billing <br />period of January through March, 1984, as well as a total cost of $1,175 for four <br />prisoners for 25 days at $47 per day, during the billing period of April through <br />June,- 1984. <br />6) Committee also reviewed Ordinance No. 68-104 which covers traveling public shows <br />and carnivals. Discussed an amendment to this 1968 ordinance which would update <br />fees and give employees of a traveling show or carnival the right to use camper- <br />type living quarters on City grounds if they are responsible for the safety and <br />security of the equipment. Permission would have to be requested of the Safety <br />Department. A legislative request has been forwarded to Law Director since entire <br />committee was in favor of this amendment. <br />7) Mr. Petre and Mr. Schaller met with Mr. Gary Bammerlein and Bill Petit from ODOT <br />with respect to the Porter Road speed limit. Mr. O'Grady will be given a letter <br />with detailed recommendations and will review same with Council. <br />1•trs. Petrigac, Chairman Recreation, Public Parks and Buildings Committee as well as <br />Transportation Committee reported: 1) Transportation Committee met and discussed <br />Ordinance No. 84-109 dealing with no stopping or parking zones on the fire hydrant <br />sides on Hampton, Devon, Berkshire, Tudor, Alden, Douglas, Evergreen and Wi11et Drive. <br />Also, discussed Ordinance Tlos. 84-110 and 84-111, dealing with the same restriction <br />on Dogwood Trail, Linwood Circle, Forestwood Parkway and Westview Drive, from Lorain <br />Road south to Linda Drive. Connnittee has no objection and recommends passage. <br />Mrs. Saringer pointed out that no parking on the fire hydrant side of streets had <br />been discussed before and there were no funds available to purchase and post all <br />the signs that would be required. Is in favor of this restriction but feels it <br />should be uniform throughout the City so as not to be confusing. Asked that Mrs. <br />Petrigac discuss this in her committee to see if there are available funds to have <br />uniformity throughout the entire City. Mrs. Petrigac stated that committee did con- <br />Sider this and agreed with Mrs. Saringer's statement however funds are not available <br />for city-wide coverage. The homeowners' association requested restrictions on the <br />streets named in the ordinances; funds are available for these signs; this is a be- <br />ginning and hopefully it can be an on-going program.
