Council Minutes of 11/7/84 _4_ <br />Mr. Wilamosky, Chairman Finance Committee as well as Streets and Drainage Committee <br />reported: 1) Streets. and Drainage Committee met on October 22nd.. Committee, Mr. <br />Henry Reichel, Director Corrigan, Commissioner Gorsuch and Engineer Schaller dis- <br />cussed the roadside drainage ditch on the south side of Carey Lane, west of Columbia <br />Road. Mr. Reichel wants the City to culvert the ditch for approximately 150 feet. <br />Since the gas company has a vault on the south side of the ditch, the administration <br />was asked to contact East Ohio Gas to determine if the ditch itself is causing <br />problems. for them and, if so, would they share the cost program. Committee recessed <br />until October 30th at which time the same persons were in attendance. Engineer <br />Schaller reported that East Ohio Gas was contacted; they had no problem with the <br />ditch; they were not interested in sharing the cost of culverting the ditch. It <br />was further reported that a portion of the ditch does accumulate water but it does <br />not appear to be a severe problem. Estimated cost to culvert the ditch is $3,500 to <br />$4,000. Committee does not recommend this ditch be culverted. Service Department <br />will make an effort to improve the flow of the ditch. Committee requested Engineering <br />or Service Department to take some photographs of the area because the ditch might <br />possibly cause some problems with respect to the edge of the pavement. The photo- <br />graph will be checked against road conditions next year to determine whether there <br />is a problem being caused by the ditch. <br />Mayor Swietyniwoski reported: 1) Tbro preconstruction meetings were held with the <br />Ohio Department of Transportation with respect to two projects in the City. One, <br />Relocated 252, the south portion of Columbia Road, is underway and construction <br />has begun. Two, State Route 10, Lorain Road,. resurfacing has started this week at <br />the east end of Lorain Road from the bridge at Fairview Park. Since they will be <br />working their way west, they will not be in this area until probably after the holi- <br />days. This will therefor not affect traffic during the Christmas shopping season. <br />Audience participation: <br />Ms. Patty Fink, 28300 Nandina Drive; Mr. Henry Reichel, Columbia Road; Ms. Linda <br />Malda, 4286 Porter Road discussed the Flagner Home on Porter Road. Pictures were <br />presented showing debris piled high on the property; open windows, boarded up doors; <br />property is unsafe and dangerous, in their opinion, since children are again being <br />chased away. Law Director Gareau recommended that Building Commissioner Gundy put <br />a condemnation order on this property; Law Department will cooperate in citing the <br />owners. Mr. Tallon asked the Mayor to convey this information to Mr. Gundy and <br />the Mayor agreed to do so. <br />James Logan, 25415 Clubside Drive, stated that an article by Mr. John Fairfield in <br />the Westlife newspaper read "Logan was called to testify on the 1983 golf outing; <br />he refused even though Boyle asked him to collaborate the many charges in his <br />complaint". Mr. Logan asked if any member of the Ethics Commission had any knowledge <br />of his ever being requested, directed or .suggested to testify. Chairman of the <br />Ethics Commission, Mr. Gareau and Members Boehmer and Boyle all stated that although <br />there had been some talk about the need for Mr. Logan to attend, in fact, he had <br />never been requested to attend. <br />LEGISLATIOid: <br />Ordinance No. 84-95 introduced by Mr. Wilamosky was given its third reading. An ordin- <br />ance creating a new fund, adding to the financial structure of the City of North Olmsted, <br />a fund known as the Lorain Road-East Fund, and declaring an emergency. Mr. Wilamosky <br />moved for adoption, second by Mr. O'Grady, unanimously approved. Ordinance No. 84-95 <br />adopted. <br />..~: <br />
