Council Minutes of 11/7/84 _5_ <br />LEGISLATION (cont'd): <br />Ordinance No. 84-96 introduced by Mr. Bierman was given its second reading. An ordin- <br />ance requiring any person convicted of an offense, other than a minor misdemeanor and <br />confined to prison, station house, workhouse or County Jail, to reimburse the City of <br />North Olmsted for its expenses incurred by reason of confinement and authorizing the <br />Law Department to institute an appropriate civil action to recover same, and declaring <br />an emergency. Referred to Safety Committee. <br />Ordinance No. 84-100 introduced by Mr. Wilamosky was given its first reading. An <br />ordinance enacted by the City of North Olmsted, Cuyahoga County, Ohio, in the matter <br />of the hereinafter described improvement, under the supervision of the Director of <br />Transportation, and declaring an emergency. Referred to Transportation Committee. <br />Resolution No. 84-101 introduced by Mrs. Petrigac was given its first reading. A <br />resolution supporting Ohio Senate $ill 321, which provides for the method by which <br />law enforcement agencies handle missing child reports and the integration of same <br />into the computer network of all Iaw enforcement agencies, and declaring an emergency. <br />Mrs. Petrigac moved Council suspend the rule requiring three readings as well as <br />referral to committee, second by Mr. Rademaker, unanimously approved. Mrs. Petrigac <br />moved for adoption, second by Mr. Wilamosky, unanimously approved. Resolution Pdo. <br />84-101 adopted. <br />Ordinance No. 84-102 introduced by Mr. Wilamosky was given its first reading. An <br />ordinance providing for the submission to the electors of the City of North Olmsted <br />of a proposed amendment to the Charter of the City of North Olmsted by providing for <br />a new section relating to the forfeiture of office of elected officials under certain <br />circumstances, and declaring an emergency. Mr. tilamosky moved for suspension of rule <br />requiring three readings as well as referral to committee, second by Mr. Tallon. Roll <br />call on motion: Affirmative vote: Bierman, O'Grady, Tallon, Wilamosky. Negative vote: <br />Petrigac, Rademaker, Saringer. 4 Aye - 3 relay - Motion failed. Law Director Gareau <br />advised Council that the Ohio constitution states that once a petition is filed, that <br />Council "shall forthwith put the issue on the ballot" therefore they had no choice - <br />this ordinance must be passed. Mrs. Petrigac moved Council reconsider the previous <br />motion, second by Mr. Wilamosky, unanimously approved. Mr. tilamosky moved Council <br />suspend the rule requiring three readings and referral to committee, second by <br />Mrs. Petrigac, unanimously approved. Mr. Wilamosky moved for adoption, second by <br />Mr. Tallon, unanimously approved. Ordinance No. 84-102 adopted. <br />Ordinance No. 84-103 introduced by Mr. Wilamosky was given its first reading. An <br />ordinance providing for the submission to the electors of the City of North Olmsted <br />of an amendment to Section 3 and 4 of Article VI of the Charter of the City of North <br />Olmsted to clarify the duties of the Civil Service Commission, as expressed in <br />Section 3 of Article VI, as well as to clarify the rule making powers of the Civil <br />Service Commission, as expressed in Section 4 of Article VI, and declaring an emergency. <br />Mr. Wilamosky moved Council suspend the rule requiring three readings and referral to <br />committee, second by Mr. O'Grady, unanimously approved. Mr. Wilamosky moved for <br />adoption, second by Mr. O'Grady, unanimously approved. Ordinance No. 84-103 adopted. <br />Ordinance No. 84-104 introduced by Mr. O'Grady was given its first reading. An <br />ordinance amending the Traffic Control Map and File of the City of North Olmsted to <br />provide for the installation of two "no turn on red - 7:30 A.M. to 9:30 A.M. and <br />4:30 P.M. to 6:30 P.M., Monday through Friday" signs at the intersection of Lorain and <br />Clague Roads, thereby controlling traffic traveling east and westbound on Lorain Road. <br />Referred to Safety Committee. <br />
