Council Minutes of 10/2/84 -2- <br />Finance Director Boyle reported: 1) $5,315,000 notes were sold in May, 1984, in <br />anticipation of funds for the Step III Program. Notes will be coming due on <br />November 1st and at the next regularly scheduled meeting of Council on October 16th <br />the ordinance will be presented to Council. Has been meeting with McDonald and <br />Company on whether to go one year, one month or one week, as has been discussed with <br />Council. Right now a six month term appears to be best; will be going with the same <br />principle amount, $5,315,000, which will be sold on November 1st and expire on May 1st, <br />1985. <br />Mr. Bierman, Chairman Long Range Planning Committee reported: 1) Committee met on <br />September 13th anal discussed the interstructure of the transportation system. Many <br />opinions developed and will be continued at the next meeting. <br />Mr. O'Grady, Chairman Public Safety, Health and Welfare Committee reported: <br />1) Committee met September 27th, with Law Director, Safety Director, Police Chief <br />Taylor, and Director Logan also in attendance. Committee reviewed the current game <br />room ordinance which prohibits the use of pin ball machines in the City. Messrs. <br />William and Edward Levine, officers of the Atlas Vending Company, and operators of <br />the Great Northern Mall game room spoke in favor of allowing pin ball machines. <br />Chief Taylor stated the 1957 ordinance was instituted because of drug related problems <br />with pin ball machines. Certain numbers on machines had designated winning numbers, <br />known only to the merchants and the players, making it impossible for the Police <br />Department to monitor gambling. A pin ball machine in a local dime store had drawn <br />juveniles and was causing drug related problems and harrassment of citizens. Chief <br />Taylor stated he did not have the manpower necessary to monitor the pin ball machines <br />and the undesirable element they would attract. Cities allowing pin ball mahcines <br />usually have many problems and complaints from citizens because of the activities <br />of teenagers who congregate around them. Mr. Hiltz, owner of Lunar Landing Game <br />Room on Dover Center F.oad, stated that the city should concentrate on prohibiting <br />gambling and not on pin balling. If pin ball machines were legalized in North Olmsted, <br />every store and tavern could legally have them as long as the machine count was under <br />three. Mrs. Petrigac moved to amend the ordinance to allow pin ball machines; there <br />was no second but Director Petre asked for a vote on the motion: Petrigac - for; <br />idilamosky and O'Grady - against. <br />2) Committee discussed the reduction of speed on Porter Road from 35 MPH to 25 MPH, <br />Ordinance No. 84-90. To legally reduce the speed, by State Law, a stop sign would <br />have to be erected because of the length of the road. To qualify for a stop sign, <br />an average of 500 vehicles per hour must use the intersection, with 200 vehicles <br />coming from the minor street. A stop sign is not allowed to be used to control speed. <br />Entire committee feels that a stop sign at Porter Road would cause more problems than <br />presently occur. Safety Director is to contact the State of Ohio to see if there is <br />any way to reduce the speed without installing a stop sign. <br />3) The Dogwood/Linwood Circle request was referred to Transportation Committee. <br />Mrs. Petrigac, Chairman Recreation, Public Parks and Buildings, as well as Transportation <br />Committee reported: 1) Recreation Committee met to discuss the proposed memorial for <br />North Olmsted Park. Committee is planning a dedication on Veterans' Day, Sunday, <br />November 11th; will invite families of the men who died in the Korean or Vietnam Wars <br />to attend. Will be meeting again on October 10th. <br />2) City has received notification that it will receive a certified local government <br />grant far 1984/85 in the amount of $3,300. The technical grant name is The North <br />Olmsted Comprehensive Community Inventory of Historic Research Survey of Pre 1920 <br />Buildings. Credit for receiving this grant should go to Julia Brown and Marlene <br />Orzechowski who did all the work necessary to apply for this grant. <br />
