<br />Council Minutes of 10/2/84 -4- <br />8) Committee discussed Ordinance No. 84-89, ratification of an emergency expendi- <br />ture, in the amount of $8,103.90, for repairing Country Club Boulevard and has no <br />objection. <br />9) Committee recommends the Administration hold up on advertising for bids for <br />the sodium aluminate, Ordinance No. 84-78, until Ordinance Nos. 84-88 and 84-87 are <br />passed and they can be covered with one legal notice. <br />10) Committee discussed Ordinance No. 84-92; the amendment received tonight pro- <br />vides a formula for pre-industrial treatment of waste water. Committee basically <br />reviewed the rate structure within the ordinance as compiled by McDonald and Company <br />along with Dalton, Dalton and Newport. These rates will provide for operation and <br />maintenance of the Treatment Plant along with the debt incurred for the improvements. <br />Hopefully, the Council will be able to reduce the rates, as listed, should the <br />electorate decide to adopt a charter amendment providing for an ultimate source of <br />funding to provide revenue to assist in the operations as well as the funding for <br />debt of the facility. The proposal providing for 1.4 mill charter amendment was <br />developed in an attempt to keep .the cost as low as possible. Committee has always <br />found it difficult to make recommendations which provide for increases in fees or <br />taxes. In this particular case, the improvement is necessary; Council will have to <br />address the problem; this ordinance does address the problem and also provides for <br />the necessary funding for the improvements. <br />11) Committee discussed Ordinance No. 84-93, and spent considerable time reviewing <br />the line items, primarily the .titles, and changing them to coincide with the line <br />items originally appropriated. While the Administration would like this ordinance <br />passed tonight, Committee does not have a recommendation. <br />Audience participation: <br />Mrs. Gemma Szabo, 30837 Bradley Road, presented petitions for an amendment to the <br />Charter of the City of North Olmsted, to be placed on the ballot at a Special <br />Election. Stated it would be nice if the seats as well as the sound system could <br />be fixed. <br />Mr. Henry Reichel, 5654 Columbia Road, stated that the sound system is very bad; <br />suggested. the benches be raised two inches in the front and the back of the bench <br />be lowered about one inch.. Discussed the Carey Lane ditch and its long history <br />of trouble. President Boehmer asked Chairman of Streets and Drainage Committee to <br />look into the situation of the ditch. <br />Mr. Murray Hiltz, Jr., 26101 Country Club Boulevard, discussed the pin ball ordin- <br />ance. Would like the ordinance changed to permit pin ball machines in family game <br />rooms only so they could be controlled. Law Director stated this could not be <br />done. <br />LEGISLATION: <br />Resolution No. 84-78 introduced by Mr. ~,lilamosky was given its third reading. A <br />resolution authorizing the Director of Public Serviee to advertise for bids for <br />50,000 gallons of sodium aluminate for use by the North Olmsted Wastewater Treatment <br />Facilities Plant. Mr. Wilamosky moved for adoption, second by Mr. O'Grady, unanimously <br />approved. Resolution No. 84-78 adopted. <br />Ordinance No. 84-83 introduced by Mr. Wilamosky was given its second reading. An <br />ordinance establishing the compensation to be paid to administrative and super- <br />visory personnel employed by the North Olmmted Municipal Bus Line, and declaring an <br />emergency. <br /> <br />
