s <br />Council Minutes of 6/19/84 <br />-2- <br />With respect to part of Director Boyle's report, dealing with dollars as related <br />to the Treatment Plant improvement, Mr. Wilamosky asked when Council would be <br />receiving the Charter amendment legislation as promised by Squire, Sanders and <br />Dempsey a week ago. Mr. Boyle advised that Mr. John Larson has prepared two <br />ordinances, which will be forwarded to Law Director Gareau for approval of <br />ballot language. Council will probably receive this legislation next week. <br />Law Director Gateau reported: 1) Filed a brief in the Ohio Supremo Court on <br />Monday with respect to the Northern Ohio Patrolmens' Benevolent Association. This <br />is the case where the City was successful in Common Pleas Court; the decision was <br />reversed by the Court of Appeals. This deals with Officer Jandecka's five day <br />suspension and the right of the City of North Olmsted to make those suspensions <br />without having a hearing before the Civil Service Commission. <br />2) Has received notification that the case dealing with the Police and Fire Dis- <br />ability Fund is going to be appealed to the Ohio Supreme Court. <br />Safety Director Petre reported: 1) Thanked Boy Scout Glen Banasik, Troop 204, <br />and his fellow Senior Scouts for surveying a portion of North Olmsted and deliver- <br />ing over one hundred non-compliance letters to residents who did not have their <br />residence addresses properly displayed. <br />2) Announced the promotion of Fireman William Smith to Lieutenant and the hiring <br />of anew fireman, Michael Ciarrone. <br />3) Eighth Annual NOSO Cup will take place June 30th, 8:00 A.M. at the High School. <br />Games will be played at Barton/Bradley and North Olmsted Parks. <br />4) Chassis for Squad 53 was delivered yesterday. <br />5) Police Bike Path and Park Patrol as well as Development Patrol is in force. <br />6) Recreation Program at North Olmsted Park started today and will continue for <br />six weeks. <br />7) In compliance with the free energy audit of the Police and Fire Departments, <br />about a year ago, Fire Station No. 1 has been completed with the installation of <br />blown fiberglass insulation. <br />Mrs. Saringer, Chairman Legislation and Inter-Governmental Relations Committee <br />reported: 1) Recreation Commission met June 12. A club called The Midnight <br />Cruisers is interested in having an antique car show in North Olmsted Park on <br />August 19th; they will pay a $500 user charge and pay for any damage that may occur. <br />The North Coast Radio Club has a Disaster Planning Program they want to implement <br />and would like to use the back of the Rec Center grounds on June 23rd and 24th <br />from nine to five. The fee charged will be $40 and about thirty people will be <br />involved. Commission discussed the Roth Brothers energy study and agreed the whole <br />project should be done at once. Several alternatives were discussed and the Law <br />Director will be consulted. <br />2) Legislation Committee met June 18th with Mrs. Saringer and Mr. O'Grady in <br />attendance; Mr. Rademaker was absent. Councilwoman Petrigac was also in attendance. <br />Committee interviewed Mr. Bob Dauer, the mayoral appointment to the Rec Commission. <br />None of the other Mayoral appointees were present however the committee had no <br />objection to their appointment. Mrs. Saringer moved Council approve the appoint- <br />ment of Richard Burk to the Board of Building Code of Appeals; John Helon to the <br />Zoning Board of Appeals; Robert Parry to the Landmarks Commission; Robert Dauer to <br />the Recreation Commission and Frank Kagel to the Human Resources Advisory Board, <br />second by Mr. O'Grady, unanimously approved. <br />3) Committee discussed Ordinance No. 84-8, a proposed amendment relating to the <br />filling of a vacancy on Council. Committee feels this will not solve the problem; <br />the responsibility should not be put on Precinct Committeemen; recommends against <br />passage of this ordinance. <br /> <br />
