Council Minutes of 6/19/84 _3- <br />4)Committee also discussed Ordinance No. 84-41, establishing a procedure for non- <br />partisan elections. Committee does not agree with this legislation and does not. <br />recommend passage. The two-party system has been functioning very well and <br />Committee sees no need to reverse it when basically it will not change anything. <br />If the problem is really in filling vacancies, then the staggered terms should be <br />eliminated. Mr. O'Grady prefers the present system of staggered terms; <br />Mrs. Saringer supports everyone running at the same time with those running in 1985 <br />serving for a two year term and then in 1989 everyone would run at the same time. <br />There is no legislation proposed at this time. <br />Mr. O'Grady, Chairman Public Safety, Health and ~+)elfare Committee reported: 1) <br />Moved Council have no objection to the issuance of an F2 permit to the Kiwanis <br />Club of North Olmsted, 29271. Lorain Road, second by Mr. Wilamosky, unanimously <br />approved. <br />2) Moved Council object to the issuance of a new D-l liquor permit to the Timber <br />Trails Party Center, Incorporated, 30850 Lorain Road, on the grounds that this is a <br />dry precinct, second by Mr. Bierman, unanimously approved. <br />Mrs. Petrigac, Chairman Recreation, Public Parks and Buildings Committee as well <br />as Transportation Committee reported: 1) Had an opportunity to attend an all day <br />seminar in Grandville, Ohio, last Friday, with the Chairman of Landmarks Commission. <br />Seminar covered demolition, rezoning, rehabilitation of residential and commercial <br />property and the laws pertaining to same. It was suggested that cities establish <br />guidelines and make them available through real estate offices, libraries, City <br />Halls and other public places. In rehabilitating older sections, parking should be <br />addressed in particular. Seminar was excellent with cities of all sizes being <br />represented. Mr. Gaede, the architect- doing the rehabilitation on North Olmsted's <br />Old Town Hall, was a guest speaker. <br />Audience participation: <br />Mr. Henry Reichel, 5654 Columbia Road, apologized to Service Director Corrigan <br />for stating that the chimneys at the Sewage Disposal Plant were not high enough to <br />eliminate odors. In visiting the plant over the weekend, Mr. Reichel discovered <br />that there were no chimneys at all. The facility is amazingly clean and the <br />landscaping is fabulous. On another subject, Mr. Reichel asked when Council would <br />hold its first meeting in the new council chambers. Service Director stated that <br />the audience seating has been held up due to the fabric selection; hopefully, will <br />have the first meeting on July 3rd, in the new facilities. <br />Mr. David Simna, 4406 Birch Circle, discussed the proposed rezoning of Birch Circle <br />School to a possible commercial area. Feels North Olmsted has enough commercial <br />property already. Does not want the former school building to remain vacant but <br />would like it to be used in a residential manner - as a day care center, a nursing <br />home facility or maybe for Montessori. President Boehmer stated that at this <br />point there is no legislation of any kind regarding the school. future use. <br />LEGISLATION: <br />Ordinance No. 84-31 introduced by Mr. O'Grady and Mr. Bierman was given its third <br />reading. An ordinance changing the name of Reed Road from "Reed Road" to "Kenny <br />Lane". Mr. O'Grady moved for adoption, second by Mr. Bierman, unanimously approved. <br />Ordinance No. 84-31 adopted. <br />Ordinance No. 84-41 introduced by Mrs. Petrigac was given its third reading. An <br />ordinance providing for the submission to the electors of the City of North Olmsted <br />of a proposed amendment to the Charter of the City of North Olmsted relating to <br />establishing the procedure for non-partisan elections, and declaring an emergency. <br />Mrs. Petrigac moved for adoption, second by Mr. Bierman. <br />
