Council Minutes of 6/19/84 -4- <br />Mrs. Saringer again urged Council to defeat Ordinance No. 84-41; it took hard work <br />'~' to build a two party system and it has worked well; the two party system is a more <br />competitive form of government; competition is the best thing in the world and keeps <br />Council on its toes; if anyone is ashamed of his party label he can choose to run as <br />an independent without changing the political form of the City's government. <br />Mrs. Petrigac stated she had attended the Legislation Committee meeting and spoke <br />on behalf of Ordinance No. 84-41; because she introduced this legislation, it should <br />in no way be interpreted as being ashamed of her party affiliation and in a non- <br />partisan government could still maintain this party affiliation. Does not particu- <br />larly like the competitiveness of a two party system. Council may come to the <br />council table hoping to be one, working to be one, but this does not always happen. <br />Feels that a non-partisan government would help achieve better harmony. The Charter <br />Review Commission was asked to reconvene by Council. They took many hours to deliber- <br />ate and came up with a determination and a recommendation to Council. Does not <br />feel Council should reject their recommendation; Council should allow the <br />recommendation to go on the ballot and let the people decide by their votes if <br />they do or do not want a two party system. Mrs. Saringer said she would support <br />doing away with staggered terms - nothing prevented any member of Council from <br />introducing legislation to accomplish this. <br />Mr. Wilamosky commented that the Charter Review Commission was reconvened to dis- <br />cuss Ordinance No. 84-8 - the filling of a vacancy on Council, not Ordinance No. <br />84-41, non-partisan elections. Takes exception to the remarks of Mrs. Petrigac <br />that when Council convenes it should be "one". Discussion, disagreement, review <br />and in some cases argument, is important and feels Council has functioned very well <br />because there has been disagreement. Disagreement and discussion is good; it brings <br />about sounder decisions and is good for the community. <br />Mr. Wilamosky moved that Mrs. Pat Bahas, Member of the Charter Review Commission, <br />be allowed to address Council at this time, second by Mrs.. Petrigac, unanimously <br />approved. <br />Mrs. Bahas commented that neither Ordinance No. 84-8 nor 84-41 had been listed on <br />the agenda for consideration tonight. It would have been a nice courtesy if some- <br />one would have let the Charter Review Commission know this. Is troubled by the <br />fact that the Commission was asked to make a suggestion, they met, discussed, <br />made a unanimous recommendation to Council and now finds it is not being considered <br />or discussed by Council in any shape or form. The recommendation of the Charter <br />Review Commission will not go before the entire Council for a vote or a decision or <br />consideration of that recommendation. <br />Mr. Wilamosky called for the question. <br />Roll call on Mrs. Petrigac's motion to adopt Ordinance No. 84-41, second by Mr. <br />Bierman. Affirmative vote: Petrigac. Negative vote: Bierman, O'Grady, Rademaker, <br />Saringer, Tallon, Wilamosky. 1 Aye - 6 Nay - Motion failed. Ordinance No. 84-41 <br />not adopted. <br />Resolution. No. 84-43 introduced by Mr. Wilamosky was given its third reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for <br />multi-line liability, property and catastrophe insurance covering the officials, <br />Members of Council, employees and members of the boards and commissions of the <br />City of North Olmsted, and declaring an emergency. Mr. Wilamosky moved for <br />adoption, second by Mr. O'Grady, unanimously approved. Resolution No. 84-43 adopted. <br />
