Council Minutes of 6/5/$4 <br />- 3- <br />Mr. Bierman, Chairman Long Range Planning Committee reported: 1) Council's <br />recommendations for use of Community Development Grant money were presented to <br />the County on May 23rd. At the present time, five primary items and six alter- <br />nates were given "tentative" approval by the County. <br />Mr. O'Grady, Chairman Public Safety, Health and Welfare Committee reported: <br />1) Committee met this evening to review Resolution No. 84-43, authorizing the <br />Service Director to advertise for bids for multi-line liability, property and <br />catastrophe insurance coverage. Committee feels this insurance coverage should <br />continue and recommends adoption of this legislation. <br />Mrs. Petrigac, Chairman Recreation, Public Parks and Buildings as well as Trans- <br />portation Committees reported: 1) Recreation Committee met on May 31st, with all <br />members present, to discuss the Memorial Stone to be place at North Olmsted Park. <br />Mrs. Madeline Brookshire and Safety Director Petre were also present. It was <br />agreed to remove the City Seal and reference to early settlers of this community <br />which were in the proposed diagram; the memorial is really for Korean and Viet Nam <br />war veterans and not for the founding fathers. Another suggestion was to scale down <br />the size of the monument by changing the "wings". Director Logan has generously <br />offered to contact Mr. Kotecki with the preferred diagram and Committee will be meeting <br />again to make a final decision. <br />2) Committee discussed the drainage at the Rec Complex as approved by Council. <br />Mr. Petre read Mr. Couts' letter suggesting the purchase of a water tower for $30,000 <br />instead of using the appropriated $30,000 for improved drainage. Much discussion <br />ensued; Mr. Petre is to draw up a proposal for the Recreation Committee. The tenta- <br />tive meeting scheduled for tomorrow night, with the Recreation Commission, has been <br />cancelled so the Recreation Commission will have an opportunity to consider the <br />points outlined in Mr. Couts' letter and study the entire proposal. <br />3) Landmarks Commission met May 17th and elected Marlene Orzechowski as Chairwoman. <br />Department of Development is cosponsoring a training program on downtown revitalization <br />and has gathered information; Mrs. Petrigac has copies for anyone planning on attending <br />the meeting. Landmarks Commission is working with Administrative Assistant, Mary Slama, <br />on an article to appear in the August "Cleveland" magazine. This issue will feature <br />North Olmsted. Chamber of Commerce and many local businesses are also involved. <br />Landmarks Commission is also planning a summer project which will include going through <br />the archives. They would like Members of Council to attend some of their meetings, <br />especially the newly elected and appointed Members so they can become familiar with <br />this particular commission's function. The Commission has been searching for grants <br />and fundings; have received a response from the Ohio Historic Preservation Office <br />and are completing a development grant questionaire with the hope of getting additional <br />funding. They are also in communication with Washington and Columbus agencies to have <br />their name added to the mailing list for any available fund applications. The Town <br />Hall specs and plans have been received; Landmarks Chairman will be working with the <br />architect and Mayor Swietyniowski, the Department of Human Resources and the County <br />so as to be ready for advertising for bids to start Phase I of City Hall reconstruction. <br />Next meeting of Landmarks Commission is June 21st, 8 P.M., Town Hall. <br />4) The meeting of Council Members, the Administration, as well as Boards and Commissions, <br />was held last night. Long range plans for North Olmsted were discussed and the meeting <br />was very beneficial. It was felt that the first phase of any long range planning <br />should be to look at the land use as it is now and see if this is haw the zoning should <br />stay. If not, what changes should be made; where and how should they occur. The next <br />phase would be to take the parcels themselves and look at the zoning and ordinances <br />as to setback and minimum standards and see if any changes should be made. Signage <br />should be looked at; some ordinances codified under the Building Department should <br />really be under the control of the Police Department; perhaps a City Planner should <br />be used part time to meet with the commissions, look at the zoning. City Planner <br />might be shared with another community but should be an independent person, not <br />
