Council Minutes of 6/5/84 <br />-5- <br />Letters .and Communications: <br />Clerk of Council read a letter from Mr. Edward A. Graves, 25315 Clubside Drive, <br />Apartment No. 11, North Olmsted, Ohio, complaining that he was no longer re- <br />ceiving copies of the Council Minutes. Addressing the Clerk of Council, he <br />wrote: "Your actions have no basis in .fact, lack official sanctions, are dis- <br />criminatory, personally discreditable, are scornful of the City administration <br />and its residents and a mean and contemptible act of a salaried city employee". <br />Mr. Bierman moved Council cast a unanimous ballot, supporting the Clerk of <br />Council, with. respect to her competency and capability, second by Mrs. Petrigac, <br />unanimously approved. Clerk of Council expressed her appreciation for Council's <br />vote of confidence. <br />Audience participation: <br />Mr. Joseph Kazak, 6916 Stearns Road, presented a petition, signed by ten Stearns <br />Road homeowners, requesting the construction of sidewalks. <br />Mrs. Marty Brand, 6940 Stearns Road, asked if the builder of the three recently <br />built homes had placed money in escrow. Also., will the sidewalks be assessed <br />on taxes or paid for in a lump sum. Mayor stated the builder would not have <br />had to put money in escrow for sidewalks since there were none there at the time <br />he built. Mr. Corrigan advised the sidewalks could either be assessed on taxes <br />or paid in a lump sum - homeowners' choice. The Engineering Department will do <br />a preliminary survey to see what is involved; homeowners will be contacted. Law <br />Director pointed out that if the Engineering Department plots where the sidewalks <br />will go and EVERYONE agrees to put them in, they will not have to go through the <br />special assessment route. <br />Mr. Robert Heine, 5751 Fitch Road, discussed the drainage problems caused by the <br />construction of 1480. Mayor stated that Public Works Commissioner Gorsuch would <br />get in touch with Mr. Heine within a day or two. <br />Mr. John Dufala, 5012 Grace Avenue, reported a conversation with Mr. Gallito, <br />Executive Director of the Ohio Department of Transportation in which Mr. Gallito <br />stated that ODOT would not cut the weeds where the pine trees were planted, south <br />of 1480 at Grace Avenue. Mr. Dufala also complained of the bad drainage since <br />1480 was completed. Service Director Corrigan commented that in planting the <br />pine trees, the City did assume some responsibility;. will try to cut the weeds and <br />then provide the proper mulch to keep the problem under control. <br />LEGISLATION: <br />Resolution No. 84-43 introduced by Mr. Wilamosky was given its second reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for <br />multi-line liability, property and catastrophe insurance covering the officials, <br />Members of Council, employees and members of the boards and commissions of the <br />City of North Olmsted, and declaring an emergency. <br />Resolution No. 84-44 introduced by Mayor Swietyniowski was given its first reading. <br />A resolution adopting the budget of the City of North Olmsted for the Fiscal Year <br />beginning January 1, 1985, and submitting the same to the County Auditor, and de- <br />claring an emergency.
