Council Minutes of 5/15/84 -2- <br />Director - Dave Tischler; Human Resources Director - Fred Hagemeister; Alternate I - <br />Preston Sutton; Alternate II - Robert Kirkpatrick; Alternate III - Jeff Dillon and <br />Alternate IV - Dale Ressler. <br />Finance Director Boyle reported: 1) City received its listing of workmens' comp <br />claims against the City during 1983, which determines the rate for 1984. Of the <br />twenty-two claims, City is contesting two of them. Rate is going to be 1.24; rates <br />in the State of Ohio, for governments, is 2.58 so North Olmsted is still one of the <br />Lower workmens' comp cities. <br />2) City received its inheritance tax last week; for the first half of the year it <br />amounted to $79,710. In 1983 the City had received $84,460; City had budgeted <br />$68,000 for 1984 so it is ahead by ,$11,700 in this area. <br />3) The $5,315,000 note sale was closed on Friday; funds were invested at National <br />City Bank, Ohio Savings, Cardinal Federal, in treasury bills and in a federal home <br />loan discount note. Maturity dates are on the 10th of each month, through November <br />1st when they will be reissued. City will earn $169,486.64 in interest on these <br />investments. According to the Wall Street Journal and its anticipated interest <br />rates, the City will exceed their projections by $6,200. <br />4) There will be an Ohio Department of Insurance public hearing on Medical Mutual <br />of Cleveland, Incorporated/Blue Cross Northern Ohio merger on May 23rd at 9 A.M. <br />in the Frank Lausche building on West Superior Avenue. <br />Law Director Gareau reported: 1) Has received notification from the Eighth Appellate <br />District Court of Appeals in favor of the City of North Olmsted. This is in regard <br />to the Police and Fire Disability Fund. The City had been assessed $386,000 for <br />accrued liability on the Fire Fighters' pension. Law Director filed an injunction <br />against the State of Ohio as well as a declaratory ,judgment. Was successful in the <br />lower court and has now been successful in the Court of Appeals. <br />Safety Director Petre reported: 1) On May 4th, the Board of Control awarded contracts <br />to Steve Barry Ford, Incorporated, for three police cars in the amount of $30,980. <br />A contract was awarded to the Horton Company for one chassis and change-over, with <br />all features, for an emergency medical vehicle for the Fire Department, in the amount <br />of $24,544. <br />2) On May 8th, Roth Brothers, Incorporated, made a presentation to the Recreation <br />Commission and delivered copies of the energy audit and Recreation Center analysis. <br />Mrs. Petrigac and Mrs. Saringer have copies for Council's review. Recreation Commission <br />would like to meet with all of Council to discuss this study. <br />3) Prior to passing Ordinance No. 84-21, would like to discuss the legislation with <br />Council since passage of this will require an addition of $15,000/$20,000 to the <br />Parks and Recreation budget. <br />Mr. Rademaker, Chairman Environmental Control Committee reported: 1) Committee met on <br />May 14th at 7:30 P.M., with part of the meeting in conjunction with the Finance Committee. <br />Purpose of this meeting was to discuss the improvements to the Wastewater Treatment Plant. <br />Mayor Swietyniowski, Council President Boehmer, Councilmen Petrigac, Saringer, O'Grady <br />and Wilamosky, Finance Director Boyle and Service Director Corrigan were in attendance. <br />Mayor announced that the Board of Control had approved the bid submitted by Cedar Bay <br />Construction Company in the amount of $12,494,000; that bid being $68,000 below the <br />next lowest bid. Cedar Bay bid met all specifications; received the recommendation <br />of the City`s engineering consultants, Dalton, Dalton, Newport, and the mandatory <br />approval of the Environmental Protection Agency and the U. S. Army Corp of Engineers. <br />Committee also discussed three separate proposed plans for funding the improvements. <br />Discussions will continue, with another meeting planned in the near future. <br />i> <br />
