s <br />' .' Council Minutes of 3/20/84 -2- <br />' 3) Bus Line employee, Luwanna Cooper Case is also scheduled for this week, Thursday., <br />~ Judge Anne Aldridge's court, Federal Court. Law Director was granted the right to <br />file a motion for summary judgment and did so. Court called this morning and in- <br />dicated that it would not go forward on Thursday. Court will make a ruling on the <br />motion for summary judgment. If granted, case will not have to be tried. <br />4) Law Director is preparing for another Federal Case to be tried in Akron, <br />Judge Bell's room, the Dinunzio Case. <br />Safety Director Petre reported: 1) Civil Service Commission examination for Lieuten- <br />ant in the Fire Department will be given on March 29th. <br />2) Entrance examination for Police Officers was given last week with 118 applicants <br />completing the examination. <br />3) Fire Department aerial truck repairs and painting work has been completed and the <br />unit is back in service. <br />4) Building Commissioner Gundy, recently hospitalized, is back on duty. <br />Mr. Bierman, Chairman Long Range Planning Committee reported: 1) Long Range Planning <br />Committee met on March 13th at 7:30 P.M. Council Members Rademaker, Petrigac, <br />Bierman and President of Council Boehmer were in attendance as well as Director of <br />the Department of Human Resources, Don Copeland. Mr. Copeland advised committee as <br />to the Community Development Block Grant Program for FY84; City will be eligible in <br />the amount of $75,897. There is some difficulty this year as to what projects or <br />areas are eligible because HUD has not set a complete program of eligibility. <br />There .will be a public meeting in regard to Block Grant money, April 5, 1984, at <br />7:30 P.M., at the Senior Citizens Center. The public is invited and suggestions for <br />the use of this money will be welcomed. Committee has already received several <br />suggestions but it would be improper at this time, until after the public hearing, <br />to mention these projects. <br />2) A question also came up with respect to 83/84 monies and the proposed drive at the <br />Senior Center as well as parking. The plans are done; there will be an increase of <br />twenty parking spaces; roadway running from East Park Drive north to the center drive <br />will be one-way only. <br />Mrs. Saringer, Chairman Inter-Governmental Relations and Legislation Committee re- <br />ported: 1) Committee met on March 14th with Mr. O`Grady present; Mr. Rademaker was <br />absent. In discussing Ordiaance No. 83-96, Mrs. Lord and Mrs. Orzechowski were <br />present and gave their views regarding a paid secretary for the Landmarks Commission. <br />Committee feels that due to budget restrictions, the request for a paid secretary for <br />the Commission is not necessary and Committee does recommend passage of Ordinance <br />No. 83-96. If there is a need for a secretary, perhaps something could be worked out <br />utilizing existing City personnel. <br />2) Committee discussed Resolution No. 84-19, urging passage of Senate Bill 27 which <br />would prevent utility companies from charging consumers for new power plants prior to <br />their completion and ability to provide service to the consumer. Committee urges <br />Council's approval tonight. <br />3) Committee also discussed Resolution No. 84-20, opposing the proposed 15% rate in- <br />crease by CEI. Committee urges Council's approval tonight on this also. Will ask <br />for suspension of rule requiring three readings on both resolutions. <br />4) Recreation Commission Meeting was held on March 13th. Mr. Tom Fattlar gave a run- <br />down of a program report. Registrations are up in every area, especially swimming and <br />skating. A Salute to Hollywood Show will be given the first week of May; Spring and <br />Summer programs are now being planned. Mayor addressed the Commission regarding <br />contracting out for cleaning of the Rec Complex. The energy study will not be ready <br />for April; definitely will be ready for May. Complex has almost reached one quarter of <br />the total budget in revenue income. Budget was amended and approved. <br />
