Council Minutes o~ 3/20/84 -3- <br />Mrs. Petrigac pointed out that a total appropriation for a secretary to the <br />Landmarks Commission would only amount to $300 per year; also, every other <br />Commission is provided with secretarial service. Mrs. Saringer replied that <br />the Landmarks Commission started in 1975 as a volunteer commission; Coffinittee <br />has given its recommendation; Mrs. Petrigac can vote her own feelings. <br />Mr. O'Grady, Chairman Public Safety, Health and Welfare Committee reported: 1) <br />Moved Council have no objection to the issuance of a D3A liquor permit to <br />Blackbriar, Inc., dba Blackbriar Inn, 29843 Lorain Road, 1st floor, North Olmsted, <br />second by Mr. Wilamosky, unanimously approved. <br />2) Moved Council have no objection to the issuance of an F2 liquor permit for the <br />North Olmsted Chamber of Commerce, North Olmsted Party Center, 29271 Lorain Road, <br />North Olmsted, second by Mr. Wilamosky, unanimously approved. <br />Mrs. Petrigac, Chairman Recreation, Public Parks and Buildings as well as Trans- <br />portation Committee reported.: 1) To begin with a Landmarks Commission report, the <br />Landmarks Commission met with the Mayor, Mr. Dale Tourney of Davy Architectural <br />Firm, and Director of Human Resources, Don Copeland to discuss CDBG money. The <br />County has approved the use of money allocated in 1983 for a ramp and restrooms <br />for the handicapped to take care of the footer drains and exterior of Town Hall. <br />After exterior repairs are finished, there will still be money available for the <br />ramp. Landmarks Commission will be submitting a three-phase project for Town <br />Hall, covering the next three years. <br />2) Scheduled Transportation Committee Meeting was not held since Mrs. Petrigac <br />was the only member .present. Mrs. Petrigac did, however, discuss Ordinance No. <br />84-10 with Public Works Commissioner, Craig Gorsuch. Mrs. Petrigac's personal <br />feeling is that a new car for the Assistant Superintendent of the Wastewater <br />Treatment Plant, which is driven home, is used mostly during the day for taking <br />equipment and workers to different job sites, is uncalled for. Hopes that cars <br />now in service in the City, can be recycled. Under Legislation, will ask to <br />amend Ordinance No. 84-10. <br />3) Recreation Committee met with all members present, including Councilman Wilamosky, <br />Director Logan and Rec Manager Couts. Committee discussed the Recreation Budget <br />for 1984 which amounts to $860,916, with $38,000 earmarked for equipment purchases. <br />A list of needed items, not being addressed, total $75,000. Committee recommends <br />eliminating the purchase of a new dump truck - make use of the Service Department <br />equipment instead. This would save $13,000 which could be used toward solving <br />the drainage problem. Will also recommend that Council reconsider keeping the <br />ice rink open for the Summer, which will save an additional $36,000 and that this <br />$36,000 be placed in the Recreation Budget under a line item "Drainage". Therefore, <br />Mrs. Petrigac moved Council reconsider Mrs. Saringer's motion to keep the ice rink <br />open for the Summer of 1984, second by Mr. Wilamosky. Roll call on motion: Affirmative <br />vote: Bierman, O'Grady, Petrigac, Tallon, Wilamosky. Negative vote: Rademaker, Saringer. <br />5 Aye - 2 Nay - Motion carried. Mrs. Petrigac waved that the Finance Committee <br />recommend a line item in the Recreation Budget called "Drainage ", second by Mr. O'Grady, <br />unanimously approved. <br />Mr. Tallon, Chairman Building, Zoning and Development Committee reported: 1) Two <br />applications for special permits were made to the Board of Zoning Appeals on March <br />7th. Mr. Tallon moved Council ratify the permit granted to Mr. Edward J. Newell, <br />31040 Lorain Road, special permit (front set back) for change of occupancy (interior <br />alteration from residential to commercial), second by Mr. O'Grady. Roll tail on <br />motion: Affirmative vote: Bierman, O'Grady, Petrigac, Saringer, Tallon, Wilamosky. <br />Negative vote: Rademaker. 6 Aye - 1 Nay - Motion carried. <br /> <br />
