' .' Council Minutes of 3/20/84 -4- <br />2) Mr. Tallon moved Council ratify the Board of Zoning Appeals decision, not the <br />Planning Commission's, to .grant a special permit for Michael Galati, 27539 Lorain <br />Road, special permit to use non-conforming building (set back), second by Mr. O'Grady. <br />Roll call on motion: Affirmative vote: Bierman, O'Grady, Petrigac, Tallon, Wilamosky. <br />Negative vote: Rademaker, Saringer. 5 Aye - 2 Nay - Motion carried. <br />3) Mr. Tallon announced that the next BZD Committee Meeting would be March 29, 1984, <br />at 7:30 P.M., not on the 22nd. <br />Mr. Wilamosky, Chairman Finance Committee as well as Streets and Drainage Committee <br />reported: 1) Streets and Drainage Committee met on March 15th with Mr. Bierman and <br />Mr. Wilamosky in attendance. Discussed drainage and street repair in areas which <br />qualify for CDBG funds, the total grant amounting to $75,897. Recommend that in <br />addition to drainage and street repair a traffic control island at the intersection <br />of South Porter, Butternut Ridge Road and Lorain Road be considered. Committee <br />proposes an expenditure of $5,000 for this project and $40,000 matching funds for <br />Lorain Road resurfacing on the east side of the City; $25,000 for resurfacing of <br />Gessner Road, from Lorain to Walter Road; $10,000 for the Danbury culvert and <br />improvement of drainage on the berm of Butternut Ridge.. Have requested the Service <br />Department to provide figures on the cost of extending the drainage project on <br />Butternut Ridge eastward to 1480. Committee feels these items fall within CDBG funding <br />areas. Hope to see the implementation of the 1982/83 program for resurfacing of <br />Fleharty and Bailey Roads as well as some repairs on Vincent Drive. <br />2) Finance Committee met on March 12th and discussed the need to advertise for <br />concrete, stone, asphalt and tack coat, as well as street paint. These items are <br />covered by Resolution Nos. 84-22, 23, 24 and 25. <br />3) Committee discussed Ordinance No. 84-15 and has no objection. <br />4) The bulk of the Committee's discussion was the appropriation ordinance. Committee <br />has put together some recommendations which will be submitted to Council; it is a <br />very difficult piece of legislation since expenditures continue to rise and costs <br />go up while revenue does not increase proportionately. There will be a need to have <br />two special Council Meetings to meet the proper number of reading requirements. <br />Letters and Communications: <br />Clerk of Council announced receipt of a letter from Dan Kohlick, Chairman of the <br />Charter Review Commission with recommendations regarding non-partisan elections. <br />Copies have been forwarded to Council. President Boehmer referred letter to <br />Legislation Committee. <br />Clerk of Council also reported a request by the Cuyahoga County Public Library <br />asking Council's permission to use Council's name as a sponsor of a replacement <br />5-year, one mill levy. Mr. Wilamosky moved Council support the renewal of a one <br />mill levy for five years to support the efforts of the Cuyahoga County Public <br />Library, second by Mrs. Petrigac, unanimously approved. <br />Audience participation: <br />James Logan, North Olmsted, requested the Clerk to read the letter from Dan Kohlick, <br />Chairman of the Charter Review Commission. Clerk complied; letter is attached to <br />and is a part of these minutes. <br />Henry Reichel, North Olmsted, discussed the historical house on Porter Road. <br />Councilman Tallon advised that he has been in contact with the owners and the <br />entire situation has been explained. <br />Mrs. Gemma Szabo,Bradley Road, requested a copy of the letter from the Charter <br />Review Commission. <br />Mrs. Min Crumbley, Ambour Drive, commented that when the vote was taken on the <br />recommendations by the Charter Review Commission, not all members were present. <br /> <br />
