Council Minutes of 3/20/84 -4- 2) Mr. Tallon moved Council ratify the Board of Zoning Appeals decision, not the Planning Commission's, to .grant a special permit for Michael Galati, 27539 Lorain Road, special permit to use non-conforming building (set back), second by Mr. O'Grady. Roll call on motion: Affirmative vote: Bierman, O'Grady, Petrigac, Tallon, Wilamosky. Negative vote: Rademaker, Saringer. 5 Aye - 2 Nay - Motion carried. 3) Mr. Tallon announced that the next BZD Committee Meeting would be March 29, 1984, at 7:30 P.M., not on the 22nd. Mr. Wilamosky, Chairman Finance Committee as well as Streets and Drainage Committee reported: 1) Streets and Drainage Committee met on March 15th with Mr. Bierman and Mr. Wilamosky in attendance. Discussed drainage and street repair in areas which qualify for CDBG funds, the total grant amounting to $75,897. Recommend that in addition to drainage and street repair a traffic control island at the intersection of South Porter, Butternut Ridge Road and Lorain Road be considered. Committee proposes an expenditure of $5,000 for this project and $40,000 matching funds for Lorain Road resurfacing on the east side of the City; $25,000 for resurfacing of Gessner Road, from Lorain to Walter Road; $10,000 for the Danbury culvert and improvement of drainage on the berm of Butternut Ridge.. Have requested the Service Department to provide figures on the cost of extending the drainage project on Butternut Ridge eastward to 1480. Committee feels these items fall within CDBG funding areas. Hope to see the implementation of the 1982/83 program for resurfacing of Fleharty and Bailey Roads as well as some repairs on Vincent Drive. 2) Finance Committee met on March 12th and discussed the need to advertise for concrete, stone, asphalt and tack coat, as well as street paint. These items are covered by Resolution Nos. 84-22, 23, 24 and 25. 3) Committee discussed Ordinance No. 84-15 and has no objection. 4) The bulk of the Committee's discussion was the appropriation ordinance. Committee has put together some recommendations which will be submitted to Council; it is a very difficult piece of legislation since expenditures continue to rise and costs go up while revenue does not increase proportionately. There will be a need to have two special Council Meetings to meet the proper number of reading requirements. Letters and Communications: Clerk of Council announced receipt of a letter from Dan Kohlick, Chairman of the Charter Review Commission with recommendations regarding non-partisan elections. Copies have been forwarded to Council. President Boehmer referred letter to Legislation Committee. Clerk of Council also reported a request by the Cuyahoga County Public Library asking Council's permission to use Council's name as a sponsor of a replacement 5-year, one mill levy. Mr. Wilamosky moved Council support the renewal of a one mill levy for five years to support the efforts of the Cuyahoga County Public Library, second by Mrs. Petrigac, unanimously approved. Audience participation: James Logan, North Olmsted, requested the Clerk to read the letter from Dan Kohlick, Chairman of the Charter Review Commission. Clerk complied; letter is attached to and is a part of these minutes. Henry Reichel, North Olmsted, discussed the historical house on Porter Road. Councilman Tallon advised that he has been in contact with the owners and the entire situation has been explained. Mrs. Gemma Szabo,Bradley Road, requested a copy of the letter from the Charter Review Commission. Mrs. Min Crumbley, Ambour Drive, commented that when the vote was taken on the recommendations by the Charter Review Commission, not all members were present.
